The City is looking to add two new team members to the Public Works Department. The Utility Worker I will have the opportunity to work in all assignment areas of Public Works. However, we expect these two positions to be heavily parks focused. The schedule for these positions includes one weekend day during the active recreation season (typically May through October). Employees typically work a 4/10 schedule March through November and a 5/8 schedule December through February. Exceptions to the regular schedule will be made for special events and inclement weather/emergency response.

We anticipate hiring one position as soon as possible, and the second position will start after July 1st. Both new hires should anticipate working on July 4th.

Note: The salary range will increase on July 1st to account for the cost of living increase provided to employees.

ENERAL PURPOSE
Under close supervision, performs a variety of routine public works support tasks including park, street and general maintenance, event support and inclement weather response.

DISTINGUISHING CHARACTERISTICS
The Utility Worker I position is distinguished from the Utility Worker II position by performing entry level tasks under close supervision. The Utility Worker II performs journey level tasks under limited supervision.

The Utility Worker I is supervised by the Public Works Supervisor and/or Public Works Director. The Utility Worker I may receive lead instruction from a Utility Worker I or Utility Worker II. The Utility Worker I may provide technical or functional guidance to part time, seasonal, or temporary employees and job orientation to other utility workers.

Examples of Duties / Knowledge & Skills

ESSENTIAL DUTIES AND RESPONSIBILITIES
Any one position in this class may not perform all the duties listed below, nor do the listed examples of duties include all similar and related duties that may be assigned to this class.

  • Evaluates citizen complaints by on-site inspection and citizen contact; responds to routine requests for information from other City departments and representatives of public and private agencies.
  • Performs semi-skilled to skilled welding, metal fabrication, or carpentry tasks.
  • Installs new and replacement traffic signs.
  • Performs maintenance functions for buildings, equipment, parks and trails.
  • Operates light to heavy equipment such as dump trucks, backhoes, loaders, street sweepers, etc.
  • Identifies plant diseases.
  • Calibrates fertilizer application equipment, boom sprayers and similar pesticide application equipment; makes fertilizer and pesticide application to trees, shrubs, or turf areas.
  • Performs turf aeration, over-seeding and top dressing.
  • and transplants trees and shrubs.
  • Programs and maintains splash pad controller; troubleshoots system malfunctions.
  • Cleans and maintains sprinkler heads (including disassembling and assembling sprinkler heads).
  • Operates such equipment as mowers, trimmers, and chain saws.
  • Lays out and sets up athletic fields; does routine athletic field marking and prepping.
  • Completes such records as pesticide application records and athletic field maintenance.
  • Cleans and maintains restrooms and other park facilities.
  • Performs routine playground safety inspections, notes any deficiencies and related deterioration to supervisor.
  • Notes and reports street problems, such as potholes, cracks and sign damage.
  • Performs street maintenance and repair, including hot paving, cold patching and crack sealing; refurbishes all street markings and pavement buttons.
  • Makes and installs street signs in accordance with Uniform Traffic Control Manual; estimates traffic sign materials needed and recommends ordering of materials.
  • Sands or applies de-icing product to slippery road surfaces and removes snow.
  • Maintains up to date maps of street signs, storm lines, sanitary lines and water lines; locates underground pipes for other utilities.
  • Operates such equipment as: street sweeper, backhoe, truck with snow removal attachment, and lawn mowers.
  • Assists and supports the City to identify and provide services to all members of the community and remove barriers to those services.
  • Perform other duties as assigned.

Minimum qualifications & Requirements

Knowledge of:
  • Safe work practices.
  • Principles and practices of repair, maintenance, construction and installation used in streets, sewers, parks and water systems.
  • Principals and practices of repair, maintenance construction and installation used in landscaping and parks.
  • Office administrative practices and procedures, including recordkeeping and filing practices and procedures.
  • Principles and practices of sound business communication; proper English usage, including spelling, grammar and punctuation.
  • Ability to become knowledgeable concerning City organization, rules, policies and procedures.
  • Basic functions of public agencies, including the role and responsibilities of a public entity.
  • Computer equipment and uses of word processing, spreadsheet, graphics, database and other software.
  • Techniques for providing a high level of customer service to public and City staff, in person, in writing and over the telephone.

Ability to:
  • Read and interpret Safety Data Sheets (SDS).
  • Safely drive or operate vehicles, equipment, machinery and tools.
  • Detect needed repairs and make minor adjustments to equipment, machines or tools used to perform duties.

Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from high school or G.E.D. equivalent; and two years of increasingly responsible work in a construction, building, landscape or mechanical trade; or an equivalent combination of training and experience.

Licenses; Certificates; Special Requirements:
  • A valid state driver's license with an acceptable driving record is required. Incumbent(s) must also possess and maintain an acceptable driving record throughout the course of employment.
  • Within One Year of Employment:
    • Requires a Class A Commercial Driver’s License, with a tanker endorsement and the ability to meet the standards of maintaining that license.

WORKING CONDITIONS
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this position.

This position works primarily during routine daytime hours. However, responses to emergencies or construction schedules will require some nighttime, weekend, and holiday work activity. Employees may work one weekend day as part of their routine summer work schedule.

It also requires getting into low positions including squatting, crouching, kneeling, crawling and lying down, pushing and pulling of loaded carts and hand trucks, pushing/pulling of equipment and tools. There is repetitive bending, stooping and twisting, regular use of hand and power tools, and lifting carrying and general handling of tools, supplies, and materials.
  • Manual dexterity and coordination are required over 90% of the work period.
