This position performs supervisory and administrative work and is responsible for the management, planning and performance of the Recording and Vehicle Licensing Divisions of the Auditor’s Office. The position allocated to this class is responsible for the oversight and management of the Recording and Vehicle Licensing functions within the Auditor's Office and for technical support pertaining to records for other County offices under the administrative direction of the Spokane County Auditor. This classification directly supervises the Recording/Vehicle Licensing Supervisor classifications. Work is performed with considerable latitude for independent judgment and action and is reviewed through periodic conferences and reports. The incumbent represents the divisions at department staff meetings and to other agencies as required.


TOTAL COMPENSATION:
$80,108 - $112,141 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.

Examples of Duties

  • Plans, organizes, coordinates and directs the operations and staff of the Recording and Vehicle Licensing Divisions, in accordance with federal, state and local statutes, codes, and best practices.
  • Selects, hires, trains, schedules, assigns and monitors the work of division employees, either directly or through supervisors.
  • Develops performance standards, evaluates staff, counsels employees concerning job performance matters, in coordination with division supervisors.
  • Recommends, determines and/or implements decisions regarding employee discipline, up to and including termination.
  • Represents the County Auditor in the coordination of recording and related licensing matters with officials of professional organizations, special interest groups and the general public.
  • Gives oral and written presentations.
  • Researches legislation pertaining to recording, licensing, archiving functions and implements new recording laws and procedures as necessary.
  • Develops written procedures and policies; monitors existing procedures for compliance with state statutes; takes action to correct deficiencies to resolve problems and ensure compliance with state law.
  • Ensures compliance with applicable laws, codes and rules by division staff and sub agents.
  • Prepares, administers and monitors the budgets of the Recording and Vehicle Licensing Divisions and the Auditor’s O&M (Permanent, Historical Records) Fund.
  • Establishes, prepares and submits budgetary information, updates and reports to the County Auditor.
  • Develops, prepares and implements short term and long range program plans, goals and service objectives.
  • Compiles, analyzes and reports statistical and financial information for each division.
  • Maintains necessary records and prepares required reports.
  • Monitors the fiscal operations of the Recording and Vehicle Licensing Divisions, including billings, deposits and reconciliations.
  • Performs internal auditing tasks.
  • Provides technical records management support to all County offices.
  • Researches and provides technical recording information/licensing/permit requirements to division personnel, law enforcement agencies, the courts, professional and special interest groups and other county departments.
  • Ensures the effective and efficient operation and delivery of services within the divisions.
  • Performs other related duties as required/assigned.

Minimum Requirements

  • Bachelor’s degree from an accredited college or university in public or business administration, or related field.
  • Three (3) years of supervisory experience in office management, records administration or a related field.
  • An equivalent combination of training and/or experience which provides the required knowledge and abilities may be considered.

  • Skilled in establishing and maintaining effective working relationships with leadership, coworkers, employees, public agencies, organizations and other individuals.
  • Skilled in the use of personal computers and software related to the Recording and Vehicle Licensing Divisions.
  • Ability to plan, organize and manage division operations.
  • Ability to supervise others and maintain equitable working relationships with employees and the public.
  • Ability to prepare and administer the annual division budget.
  • Ability to read, interpret and apply work related rules, regulations, laws and procedures.
  • Ability to identify and analyze personnel, procedural and systems deficiencies and problems, develop solutions, monitor implementation, and evaluate outcomes.
  • Ability to work independently.
