Education:
- BA or BS Degree in Administrative Management, Human Resources, Business, or a related field from an accredited college or university, or
- 1 or more year relevant experience in Human Resources.
Experience:
- 1-2 years of experience in Human Resources preferred, including experience with recruiting, onboarding, offboarding, hiring practices, HRIS tools and benefit management.
Working Conditions:
This position requires frequent walking, sitting and occasional standing and driving; occasional balancing, stooping, bending; frequent handling objects, and reaching with hands and arms; and constant finger movements. The position requires occasional lifting, carrying, pushing or pulling objects up to 25 lbs. The position also requires ordinary talking and hearing capability; full vision capabilities; and the ability to read/comprehend, write, communicate orally, and reason and analyze on a constant basis, and to perform calculations frequently. Work is performed using a computer and standard office machinery daily, and occasional use of a vehicle.
Position Summary
The Human Resources Assistant (HRA), under limited supervision, performs clerical and manual tasks to maintain personnel records and assists the Human Resources Director with other duties as needed. Primary day to day tasks include; leading recruiting efforts, interviewing, onboarding and offboarding tasks, managing employee information in HRIS tool, and assisting with benefit education and management.
Essential Functions
Recruitment, Onboarding and Offboarding
- Lead recruitment process including advertising of positions, attending job/career fairs, coordinating interviews, sending follow-up letters and professionally dispositioning of candidates.
- Ensure all current jobs are posted on job boards and answer questions about job postings.
- Process applications and complete background checks in a timely manner.
- Ensure that all new employee paperwork is processed appropriately.
- Enter and maintain employee information in Paycom database.
- Evaluate and monitor staff turnover in all program areas and help develop recruitment and retention strategies.
- Open, close, and manage positions in Paycom. Teach and assist Managers in creating job requisitions in Paycom.
- Oversee and manage the onboarding process from hire to start in Paycom.
- Coordinate the successful completion of internal documents, federal verification documents, and tax and bank documents.
- Conduct exit interviews and share learnings and relevant information as appropriate. Collect company property and update appropriate tracking documentation.
- Ensure all benefit information is provided to employee upon departure. Discontinue benefits in HRIS systems as appropriate.
Benefits Coordination
- Assist the CFO and Director of Human Resources to enroll and manage agency insurance and retirement benefits for eligible staff.
- Data Management
- Manage employees in Paycom, including hiring, terminating, and inputting tax and direct deposit information.
- Upload and monitor employee documents in Paycom.
- Track professional licensure and certification through applicable agencies.
- Track influenza and COVID-19 state vaccination requirements and ensure compliance.
- Reset employee passwords and support employees in Paycom and HR related questions.
- Handle requests for credit and employment verification.
- Prepare reports for Administration as needed.
Training
- Partner with Training Coordinator to ensure seamless and positive onboarding and new hire orientation.
- Assist in ensuring all employees are current on state training requirements.
- Obtain First Aid Instructor certification within 6 months of hire date.
- Assist Training Coordinator and Director of Human Resources create and/or update specific content related to Human Resources.
Other Duties
Standards of Behavior/Conduct
- Respond to all requests for information or communication in a timely manner.
- Follow all policies within the MVDS Employee Handbook.
- Report all on-the-job injuries to the Director of Human Resources within 24 hours of the occurrence and provide a detailed account of the events leading to the injury.
- Respond as a Mandatory Reporter. Report all incidents of suspected client rights violations, mistreatment, abuse, neglect or exploitation immediately according to Colorado state law and MVDS policies and procedures.
Attendance and Scheduling
- Report for work on-time and as scheduled.
- Work schedule as assigned.
- Enter daily, accurate timekeeping records in timekeeping database.
- Get all time-off requests pre-approved.
- Do not take unpaid time off without prior approval.
- Attend all regular staff meetings and other meetings as requested by supervisory or administrative staff members.
- Be responsible for own transportation to work.
Competencies and Certifications
- Complete all mandatory new hire requirements and training as identified by the State of Colorado and Mountain Valleys training requirements within 90 days of hire and maintain courses and certifications as required.
- Take advantage of new technology, learn new tools quickly, use technology to enhance job performance and increase productivity. Maintain current understanding of technical processes/equipment.
Adherence to Policies and Procedures
- Adhere to MVDS policies and procedures outlined in the policy manual, Employee Handbook, and other employee policies.
- Complete other duties and responsibilities as assigned to ensure effective functioning of Mountain Valleys Human Resources and Finance Departments.
