Job Duties and Responsibilities
Manage application services, provide business process analysis, and administer long-term planning, central support, and coordination in support of Human Resource Services (HRS) systems and processes. This position will work closely with HRS unit Directors, campus stakeholders to determine business requirements and then propose and implement HR solutions.
This position is responsible for the configuration, maintenance, and security of HR information system based services with a focus on Human Resources related services, including recruitment, learning/development, benefit administration, performance, and content management and document workflow. This position is expected to provide proper safeguarding of confidential data, maintain the integrity of the information and system, plan and perform testing, provide training, and serve as Tier 2 technical support for application services.
This position requires comprehensive knowledge of HR processes and application service management including SaaS applications. The incumbent will work independently and may consistently resolve the most complex work assignments or problems. This position may use advanced communication, technical skills, and knowledge to coordinate and plan projects to meet user needs.
This position has primary responsibility for making software administration and implementation decisions, including the coordination of upgrades, and downtime in consultation with Human Resources. Decisions made by this position affect the efficiency, integrity, and availability of the services used by the NMSU system.
The HR Solutions Strategist will work collaboratively with the HR leadership team, vendors, end-users, other professionals, and faculty and staff to ensure that HR processes and systems are working properly and meeting their needs. This position will provide training to technical and non-technical users regarding aspects of specific HR systems and processes. This position will at times create documentation for technical and non-technical users to support knowledge sharing and support.
This position will provide technical leadership in the support and maintenance of the NMSU training management system. The HR Solutions Strategist will assist in the development and maintenance of the HRS web sites/pages for the HRS units. Creates content, adapts existing content to a Web-friendly format, creates and maintains the logical structure of the content.
This position may require occasional work on weekends and/or after hours.
Classification Summary

As a strategic partner of management, functions include planning, developing, and coordinating innovative human resource programs that advance the business goals and objectives of the operating units; providing leadership in the development of integrated human resources systems to support management activities; providing analyses in support of institutional planning activities and external information requests; and providing consultant and business analyst support for Human Resources process improvement initiatives. This position works closely with all of the University HR teams (Employment and Compensation Services, Employee Relations, Benefit Services and Center for Learning and Professional Development) to determine priorities, collaborates with administrators and HR Partners to provide process and technology solutions that further the goal of providing effective and efficient services. This position has primary responsibility for making software administration and implementation decisions, including the coordination of upgrades, downtime in consultation with HR, Payroll and Information, Communication & Technology (ICT) teams. Decisions made by this position affect the efficiency, integrity, and availability of HRS services. The incumbent will work independently and may consistently resolve the most complex work assignments or problems. Additionally, the incumbent will assist in maintaining the HR website and perform other duties as assigned.
Knowledge
Both general knowledge of HR processes and systems and the ability to think beyond the day-to-day HR function are a plus to be effective in the position. In-depth and comprehensive knowledge of application service management including SaaS applications. Metrics development and assessment. Experience and knowledge in leading HR technologies, preferability but not required, the Banner ERP – Ellucian system, PageUp ATS, Equifax I-9 management functionality and Cascade CMS. Expert knowledge and experience with Microsoft Office Suite (Excel, Word, Outlook).
