Job Summary:

Under the general direction of the Airport Director and through subordinate personnel, directs and manages the day‐to‐day business and financial functions related to the Airport. Functional areas of responsibility include Accounting and Finance, Administration, and Property Management.

Responsibilities

  • Lead the development and administration of annual operating and capital budget and business plan. Develop and maintain accounting and cash management policies and procedures. Monitor and analyze revenues, expenses, cash flow & investments.
  • Hire, train, discipline, and terminate staff. Participate as a management team member during the collective bargaining process.
  • Oversee federal and state-regulated financial programs and grant administration, including the Airport Improvement Program, Passenger Facility Charges, and the Airport Concession Disadvantaged Business Program.
  • Assist in creating and managing fundamental airport documents, including the Airport Rates & Charges and Airport Rules and Regulations.
  • Oversee the Airport's risk management program, including obtaining appropriate policies and monitoring for and filing notices and claims. Acts as liaison with brokers and insurers.
  • Provide general leadership and management support to the property management function, which includes: the creation and negotiation of contracts, ensuring conformity with contract terms and conditions, rent increases, and reporting requirements. Oversee and monitor the operation of the Airport parking lot. Oversee and monitor the Airport's concessions program (airport restaurant, terminal advertising, and car rentals). Oversee and monitor the Airport ground transportation program.

Qualifications:

Education:

Bachelor's in accounting, finance, business or public administration, or related field, with seven years of progressively responsible experience in the management of accounting and fiscal services, or comparable combination of experience, education, and training; or military equivalency. Master's degree in business or financial administration preferred.

Experience:

Previous Airport finance experience is desirable. Thorough working knowledge of the principles and practices of funding accounting, and public finance, accepted general accounting principles, practices, and standards. Real estate and/or lease management experience is desirable. Strong verbal and written communication skills. Proven ability to develop positive working relationships with employees, businesses, governmental agencies, and the general public. Working knowledge of computer hardware & software, including word processing, spreadsheets, and accounting software. Previous airport finance and administration experience is desirable. Must possess effective decision‐making skills.
