PART-TIME HEALTH AND CONSERVATION ADMINISTRATIVE AGENT
The Town of Mendon is looking for a Part-Time Health and Conservation Administrative Agent for 18 Hours per week. Under the general supervision of the Board of Health and the Conservation Committee, the position is responsible for enforcing the provisions of the state and local sanitary and environmental codes, rules, regulations, and by-laws as they pertain to public and environmental health, including Massachusetts Regulations 105 CMR 410 and 105 CMR 590. Required to occasionally serve on-call to respond to emergency situations or conduct inspections off-hours. This role will also perform the administrative duties related to the Massachusetts Wetlands Protection Act, Town wetland by-laws, non-zoning by-laws related to wetland protection, oversight of areas under the purview of the Conservation Commission, and work within any rules and regulations adopted by the Town of Mendon under the authority of the Conservation Commission.
ESSENTIAL FUNCTIONS

· Administers and enforces the provisions of federal, state and local public health laws and rules, regulations and programs. Works with permit holders and the public to achieve compliance; reports to the Board of Health concerning compliance. Includes the inspection of food service establishments, housing, nuisance and other complaints, and other areas required by law.
· Consults with license and permit applicants and provides guidance in meeting regulatory requirements.
· Conduct routine and risk-based food inspections based on food establishment inspection history, menu, size, and complexity of food operations.
· Ensures the town's compliance with state laws and regulations by reviewing plans and applications, issuing appropriate permits and licenses, and conducting inspections while enforcing various state government and municipal ordinances, other regulations, and sanitary and environmental codes regarding public health and safety.
· Coordinates public health regulatory and planning activities with diverse town boards and officials.
· Seeks funding opportunities and writes and applies to grants as needed.
· Maintains data/records using departmental records management software. Supplies and generates inspection reports.
· Perform report preparation, inspection-related correspondence and office work associated with the position of Health Agent
· Keep up with all current state and local sanitary and environmental codes, rules, regulations, and by-laws as they pertain to public and environmental health
· Attend Board of Health meetings when requested to be a representative of the department
· Investigates violations of, and enforces the provisions of, Chapter II of the State Housing Code: Minimum Standards of Fitness for Human Habitation. Performs inspections to eliminate vermin and rodents, and to determine lead paint levels, asbestos violations, hazardous spills, obnoxious odors, etc.
· Attends classes and other town offered trainings to maintain current knowledge of required equipment and procedures.
Work Environment
The physical demands listed are representative of those that must be met by the employee to successfully perform the essential functions of this job. Under various environmental conditions, both indoor and outdoor, tasks require the ability to exert moderate physical effort, which may involve some lifting carrying, pushing and/or pulling of objects and materials of weight (25-50 pounds), climb stairs, reaching, bending, and kneeling in order to access areas and conduct inspections. Ability to use and wear personal protective equipment and clothing such as hearing protection, eye protection, foot and hand protection and respiratory protection. The employee has regular contact with the general public, other town personnel, and state regulatory agencies. Administrative work is performed in office conditions. Inspection work is conducted in the field at local properties across the town. There can be exposure to a variety of weather conditions, adverse air quality, loud noise and infectious disease. Weekend and evening hours may be required to attend meetings or perform inspections. Use of personal vehicle is required.
SKILLS, KNOWLEDGE, AND ABILITIES
· Valid Massachusetts Driver’s License, Class D required
· Knowledge of the laws, rules and regulations pertaining to public health, sanitation and environmental health, and current inspection techniques
· Ability to enforce codes fairly and impartially, stay informed of code changes, assess the seriousness of public or environmental health problems, interact effectively with the general public, and maintain complete and accurate records
· Strong sense of integrity
· Coachable and positive attitude
· Understanding of relevant municipal bylaws, regulations, and ordinances
· Ability to communicate effectively orally and in writing with people of diverse backgrounds and cultures
· Ability to work effectively with minimum supervision
· Commitment to the role of public health in promoting health equity
Salary Range: $30.00 to $37.00 per hour.
