Position Summary:
The Vermont Coalition of Runaway and Homeless Youth Programs (VCRHYP) is a statewide leader in runaway and homeless youth response. VCRHYP works to ensure that services are available in communities across the state; advocates with State and Federal government and local and national partners for funding and resources to meet the needs of Vermont youth and families; supports best practices among youth care professionals; and monitors benchmarks and outcomes to assess progress and measure successes. Working together with member agencies, the coalition creates a distinctly unique and effective model that works for youth.
The Assistant Director will serve on a 3 to 4-person team to support this statewide network of runaway and homeless youth programs. The VCRHYP Assistant Director supports the vision of VCRHYP by providing grant and administrative support; engaging in outreach to increase awareness and utilization of services available to youth through member agencies; and connecting VCRHYP providers to state and national communities of practice. This role is responsible for assisting the Director in the implementation of Federal Youth Service Bureau (FYSB) programs and Youth Housing Demonstration Program (HUD – Housing First Model). The ideal candidate will possess a strong attention to detail, self-motivation, organized systems-thinking, a team-approach to building program capacity and supporting member agencies, and respect for the experience of runaway and homeless youth. Duties and Responsibilities:
- Assist the VCRHYP Director with research, design, and composition of coalition proposals for foundation, state and federal grants and subsequent reporting tasks.
- Support the Director in cultivation of, development of, and advocacy for VCRHYP programming:
- In collaboration with the Director, provide information, education, and training to VCRHYP member agencies, with a special emphasis on program best practices, case management, and supervision;
- Aid in the development of enhanced systems’ responses to youth housing issues and forward Vermont’s Youth Homelessness Demonstration Program Coordinated Community Plan;
- Participate in the development and implementation of an outreach plan with input from member agencies to build awareness about runaway, homeless and other youth living in difficult circumstances in Vermont and the services available to them.
- Assist the Director in communication with representatives from community, state and federal partners as needed.
Support management of subcontracts with member agencies for FYSB and YHDP programs, including:
- Developing, monitoring, and soliciting reports;
- Manage five HUD housing projects and two FYSB projects with statewide subcontractor network;
- Support subcontractors and service providers through case consultation, technical assistance, advocacy and maintaining a community of practice;
- Support accurate project data for reporting and to ensure that rental assistance is continued for youth in our programs;
- Work with the Director to monitor sub-contractor budgets and project spending and process monthly invoices;
- Work with the Director to facilitate and engage stakeholders in continuous evaluation of VCRHYP projects and their impact.
- In collaboration with Director, assist in program evaluation activities:
- Maintain and monitor VCRHYP statewide data, including supporting the production of FYSB and YHDP reports;
- In collaboration with the Director and with support from relevant VCRHYP and WCYSB staff, utilize data to inform program planning;
- Participate in assessment and evaluation of VCRHYP projects and member agencies.
Qualifications:
- Bachelor’s degree (minimum) in human services related field or 5 or more years directly related and increasingly responsible experience
- Experience with housing case management preferred
- Experience working with youth preferred
- Strong writing and organization skills
- Strong communication skills and ability to build relationships with a diverse array of individuals
- Ability to self-motivate
- Clean driving record
Working Environment
This is full-time position (37.5 hours per week) that works closely and collaboratively with the Coalition Director to support Coalition agencies and ensure Coalition programs meet outcome goals of various funding sources. Most of the work is office based, however some in-state travel is required (seldom overnight). VCRHYP is a program of the Washington County Youth Service Bureau Boys & Girls Club, located in Berlin, VT. All Bureau employees attend a morning staff meeting once a month. The atmosphere at the Bureau is casual yet professional.
