This Opportunity

The Vice President (VP) of Operations will serve a critical leadership role in Louis Berger Services’, Inc. (LBS) Infrastructure Asset Maintenance (IAM) practice in the state of Florida. The VP of Operations will be primarily responsible for implementing Louis Berger’s Asset Maintenance (AM) portfolio and ensuring operational performance with clients such as the Florida Department of Transportation (FDOT), Florida Turnpike Enterprise (FTE) or other transportation agencies (e.g. toll authorities). The VP of Operations will serve as a leader in transportation safety, quality, schedule, cost, and performance. A successful VP of Operations will ensure projects meet contractual performance requirements, deliver strong client scores, and meeting financial targets.

Your Impact

The VP of Operations will be responsible for the successful execution of projects, implementing a zero-harm safety program, ensuring quality service delivery, client satisfaction, and financial performance. Duties and responsibilities include the following:

  • Oversees the successful execution of LBS’s asset maintenance contract portfolio within the state of Florida with primary focus on service delivery, scope, schedule, budget, risk identification and mitigation, client escalation, and contract compliance.
  • Provides supervision and oversight of project operations to include managing an existing team of Senior Project Managers, Project Managers, and building future project teams with new contract awards.
  • Manage client relationships and monitor client satisfaction with LBS performance, report to management, disseminate for use in proposal and marketing efforts.
  • Develop team of Sr. PMs and PMs by clearly articulating vision, functions, goals, processes, defining operating parameters and holding staff accountable.
  • Responsible implementing the overall safety program for Louis Berger AM operations in the state of Florida.
  • Foster relationships with key vendors, subcontractors, and partners.
  • Establish and maintain standard systems, metrics, and reports for measuring subordinate project operations, to include Key Performance Indicator (KPI) dashboards for safety, quality, compliance and profitability.
  • Disseminate best practices, leverage contract terms and conditions, spread peer knowledge across projects and develop project leaders.
  • Plan, develop, and implement strategy for long range operations of regional AM practice to meet organizational performance plans.
  • Communicate regularly with subordinate employees as well as LBS management on the status of operations at project sites, raise risks and implement mitigation plans.
  • Develop and manage client relationships to position Louis Berger for success on existing projects.
  • Participate in client visits, industry events and project reviews.
  • Work with business development teams to put assist with technical and price proposal development to include meeting with clients, developing concepts of operations, revising cost estimates, reviewing technical proposals, and transitioning projects from award to execution.
  • Support and attend pre-bid meetings, award kick-offs and debriefs as required.
  • Identify and validate qualified project managers and technical staff to be named on proposal(s).
  • Leads by example and implements a culture of S.E.R.V.I.C.E. per the company’s values program.
  • Other duties as assigned or necessary to further LBS’s market position in the state of Florida.

Who You Are

Required Qualifications

  • Must have a bachelor’s degree in engineering, business, operations, construction or similar field. A master’s degree in business administration or engineering with a Professional Engineer (PE) license is preferred.
  • Fifteen (15) years of directly applicable experience in a management position delivering asset maintenance, field operations management, or highway/roadway operations, maintenance, or construction. Transportation, state or local government experience a plus.
  • Demonstrated experience in successfully delivering projects with high client satisfaction/ratings, strong financial performance, and developing project teams delivering performance and profitability over a portfolio of projects with greater than $20 million in revenue per year.
  • Knowledge of elementary engineering principles and standard methods, materials, tools, and equipment used in highway maintenance operations.
  • Ability to read and understand technical engineering drawings and plans.
  • Knowledge of the federal, state, and departmental regulations applicable to the work, such as the proper use of safety equipment (i.e., shoes, hard hats, goggles, etc.), equipment operation, right of way operations, and materials handling.
  • Knowledge of various highway maintenance equipment (i.e., tractors, dozers, loaders, trucks, and graders) performing highway maintenance duties; material usage in the field and crew operations; quantity records and supply usage.
  • Knowledge of the effects weather conditions have on road surfaces (i.e., expansion, contraction, deterioration, erosion, etc.) and the extent these conditions effect the safe movement of traffic.
  • Ability to effectively present briefings/presentations to government personnel in senior leadership positions.
  • Must be able to prioritize variable/fluctuating and demanding workload to include flexible work hours/days as needed to meet schedule.
  • Must be able to professionally interact with customers of all levels.
  • Fluent English reading and writing skills to be able to read and understand government guidance for day-to-day work requirements.
  • Must maintain a valid United States driver’s license.
  • Understand and abide by ethical behavior and integrity standards, per Louis Berger’s Code of Business Conduct.
  • Willingness to travel 25% to 50% of the time depending on ongoing operational activities.
  • Must be authorized to work in the US or will be authorized by the successful candidate’s start date.
