Bechtel is part of the Northrop Grumman Corp. team preparing to deliver the U.S. Ground-Based Strategic Deterrent (GBSD) system of inter-continental ballistic missiles and launch infrastructure. GBSD is a vital U.S. Air Force program designed to modernize the nation’s aging force of intercontinental ballistic missiles, which make up the ground element of the nuclear deterrent. As part of the Northrop Grumman GBSD nationwide team, Bechtel will provide launch system design, construction, and integration.

Position Summary
Assigned to the Construction organization as a Subcontract Technical Representative (STR). The successful candidate will be responsible for the technical formation and management of subcontracts within Construction. This includes managing the cost and schedule performance of assigned subcontractors and their compliance to the contract terms. The STR is responsible for coordination of all activities associated with the interface between Bechtel functions, the subcontractor, our customer, and stakeholders as it pertains to assigned subcontract scopes. The STR is expected to manage and coordinate the daily activities of supporting personnel such as Field Engineers, Quality Control, Project Controls, Subcontract Administration, Document Control, and other supporting functions to the subcontract execution.
This position will be assigned to the construction function on short term supporting construction oversight activities in Dugway, Utah. Once complete in Dugway, the selected employee will then be expected to relocate to a long-term assignment to one of the GBSD Project location. Expected schedudle while in Dugwat, UT location 5X10's.
Responsibilities:
- Overall planning, coordination, and scheduling of subcontractor work.
- Interface with the Lead STR and other team members; serve as focal point for coordination of work for assigned subcontracts.
- Manage and coordinate the daily activities of supporting personnel such as Field Engineers, Quality Control, Project Controls, Subcontract Administration, Document Controls, and other supporting functions as it pertains to assigned subcontract execution.
- Monitor the subcontractors work processes to ensure adherence to contract terms.
- Monitor subcontractor force account and time and management reports and coordinating subcontractor’s activities with work performed by others.
- Validates monthly progress and/or unit price payments for subcontractor invoices.
- Perform, manage, and coordinate surveillances and inspections of subcontractors work to confirm compliance with subcontract requirements.
- Prepare and coordinate technical change documents (field changes, etc.) with responsible engineers.
- Monitor Subcontractor submittals and coordinates required reviews by Construction and other functional organizations.
- Resolve cost and schedule issues related to subcontract performance and communicating potential cost/schedule changes making recommendations to the Contract Administrator.
- Coordinate deliveries and resolve material/equipment issues with Procurement.
- Exercises professional judgment within the framework of broad guidelines provided by superiors.
- Provide direction to subcontractors, within the contract terms/scope, and construction office personnel.
- Participate as the Construction representative during the formation and bid, evaluate, and award phases of assigned subcontracts.
- Analyzes the subcontract general terms and conditions to highlight areas of risk such as ambiguities, conflicts, or deviations from the scope of work. As work proceeds, make recommendations to the Project Subcontracts.
- Manager on the mitigation of these risks; closely monitor and support remedial actions and recommend appropriate tradeoffs.
- Manage subcontract specific Condition Reports including creating Corrective Action Plans and participating in Casual (apparent/root) Analysis.
- Coordinate with Construction Site Manager and STR Lead on process/procedure implementation.
- Coordinate subcontract execution and scheduling needs with the Lead STR’s and/or the balance of the STR Team.
- Promote a quality culture by ensuring:
- Project specifications and standards are consistently met.
- Work discrepancies are quickly identified and corrected.
- Teamwork within the subcontract management team is promoted, developed, and maintained.
- Materials are properly controlled.
- Constructability reviews are performed before design documents are released for construction.
- Project quantities are properly forecasted and reported.
- Support surveillances and quality audits.
Qualifications and Skills
Basic Qualifications:
- B.S. Degree in Engineering, Business Administration, Supply and Logistics Management, or related field and 9+ years of experience in subcontracts, construction, project controls, or other field related experience or in lieu of a degree, 15+ years’ experience in subcontracts, construction, project controls, and/or related experience.
- Must be a US citizen.
- Possesses an active security clearance, or the ability to obtain a security clearance.
- Must be able to complete and pass a pre-employment drug screen and background check, including verification of employment and education.
- Must be able to obtain a site security badge.
- Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
- This project may have multiple work schedules that are subject to change and may require employees to work overtime, weekends, and/or night shift when a business need arises.
Minimum Qualifications:
- Excellent verbal and written communication skills.
- Demonstrated leadership in a team-based environment.
- Motivated self-starter requiring little supervision.
- Working knowledge of construction operations (including production and cost management, scheduling, and program administration).
- Experience coordinating with engineering to develop design solutions and resolve technical issues.
- Experience coordinating with ES&H in the development of compliance standards and/or procedures required on government projects.
- Ability to provide input into development of the subcontract acquisition strategy.
- Strong understanding of change management, configuration management, and document management processes.
- Technical knowledge of cost, scheduling and contracts administration relating to the construction of heavy industrial or commercial complexes.
- Strong understanding of module assembly, completion walk-downs, testing, punch list management, turn over packages and routine interface with Start-Up.
- General awareness of environmental laws. Awareness of government compliance standards.
- Computer literate in word processing, spreadsheet, and database applications in accordance with current Bechtel standards.
- Ability to interface with diverse construction disciplines as well as all levels of management.
- Experience working in a field construction environment.
Preferred Qualifications:
- Working knowledge of Bechtel Subcontract formation and management.
- Experience preparing and executing Inspection and Test Plans, Surveillances, and Quality Verification Report Packages (QVRP), and submittals documentation.
- Advanced degree in Engineering, Business Administration, or Supply and Logistics Management.
- Advanced knowledge of the Bechtel Standard Work Processes Procedures (SWPPs).
- Advanced knowledge of Bechtel automation systems (Teamworks, Aconex/Infoworks, Unifier, Smart Completions, etc.).
- Experience with managing Turnover project documentation to Start-up and Bechtel Customers.
- Experience as a Supervisor including employee counseling, performance management, and other typical processes.
- Experience leading teams to meet significant milestones.
- Experience with the US Army Corp of Engineers.
- Current DOD or DOE security clearance.
- Knowledge of Bechtel’s “Zero Accidents” safety program.
- Prior experience with US Ground-Based Missile Defense, Minuteman, or Peacekeeper weapons programs.
