Provides NC3 requirement development and advocacy support for the Nuclear Enterprise Center at Offutt AFB.
- Assist the government in identifying NC3 Enterprise requirements. Define and maintain flexible, rapid, and iterative requirements processes to capture information gained through system and gap analysis that identifies, prioritizes, and de-conflicts NC3 Enterprise requirements. The findings will align requirements with mission capabilities that address capability gaps and be submitted into approved DOD requirements processes.
- Assist the government in ensuring the NC3 Enterprise equities are properly documented in the supporting requirements documents and processes. Draft inputs, coordinate on capability documents and other artifacts to support the NC3 Enterprise requirements through the requirements process. The findings will support the government in representing NC3 enterprise equities at all levels (e.g. DOD, Joint Staff Functional Capability Boards, Joint Capability Boards, Joint Requirements Oversight Council, Combatant Commands, Agencies, and Services).

At least 5 years of experience in the following:
- Translating NC3 guidance and articulating interoperable capabilities utilizing national, DOD, and CJCS guidance with specific knowledge of: CJCS Emergency Action Procedures, USSTRATCOM Emergency Action Procedures; CJCS Instructions – (e.g. 6810.01, 6811.01, 3280.1, 3265.01, 5119.1; CJCS OPORD 2CY; PPD-35; PPD-24; PPD-40; and DODI 5100.44).
At least 3 years of experience in the following:
- NC2 capabilities, procedures, operational platforms, communications, and modes of operation, to include current efforts in developing USSTRATCOM survivable and endurable NC2 capabilities.
- Working with US Government Interagency functions and processes; or experience analyzing and synthesizing multiple interagency products such as reports, meeting minutes, and speech transcripts in order to create requirements to support the mission, is desired.
At least 2 years of experience in the following:
- Developing responses for Senior-level decision documentation at the Combatant Command, Joint Staff, or DOD OSD levels; and staffing complex packages and adjudicating content.
- Participating in various key NC2 forums (e.g. Issues Working Group, Capabilities Integration Team, Senior Steering Group, Deputy’s Management Action Group), or other (O-6 above) forums is allowed as an alternative (e.g. Issue working groups, Stakeholder working groups, Cyber, Functional Capabilities Boards, etc.)
Education: Bachelors degree or higher. May substitute experience for degree.
