OVERVIEW
The SHS Program Manager works under the supervision of the Director of Housing Services to provide high quality Housing Case Management Services to participants currently experiencing homelessness and housing instability and are eligible for supportive housing funded through the Metro Supportive Housing Services in Washington County. This position is primarily field based but could also be co-located or site based.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Oversees program development, including ensuring direct staff and volunteers are responsible and accountable for all program components, including intake/assessment, service provision, housing placement, property owner development and follow up.
- Coordinates and implements on-going training and staff development activities in conjunction with the Program Director. Facilitates staff meetings using a teamwork approach.
- Monitors and reviews expenditures throughout the year to ensure spending is meeting requirements and in-line with the budget. Works collaboratively with Easterseals Oregon Administrative staff
- Jointly facilitates the recruitment and hiring process with Director to fill vacant positions. Trains, supervises and evaluates staff. Responsible for conducting and documenting 30, 60, 90 day training during probationary period.
- Ensure staff provide accurate and timely documentation, confidential record keeping, Homeless Management
Information System (HMIS) data entry and collection.
- Acts as a community liaison for the programs, maintaining cooperative working relations. Keeps abreast of community activities and resources that affect programming and population served.
- Assist households after the Housing Case Manager has secured housing for the participant.
- Provide housing retention services to participants.
- Conduct home visits with participants in their units.
- Assist with increasing income, job search, increased education, and social security assistance.
- Assist with independent living skills, including social, personal hygiene, budgeting and money management, legal issues and transportation as needed.
- Provide eviction prevention counseling; work with property management to help participants resolve issues that threaten their housing stability including tenant rights and responsibilities.
- Connect participants with community resources and supportive services for which they may be eligible, including health care services, daily living services, transportation services, childcare services, legal services, personal financial planning services, fiduciary and payee services, and others as appropriate to the needs of each household. Work closely with collaborating community programs to enhance supports for the participant.
- Maintain accurate, up-to-date records and case files on the veteran and report regularly to the Director. Data entry and collection for reporting and record keeping.
- Submit accurate monthly reports and/or quarterly reports and compile information, materials, and statistics needed for effective program operation and development.
- Maintain participant confidentiality and perform job responsibilities in accordance with the Easterseals Oregon’s personnel policies and the Supportive Housing Services program rules and regulations.
- Ability to drive to various areas throughout Washington County
- Maintain professional development growth.
OTHER RESPONSIBILITIES
- Attend all required Easterseals Oregon and Washington County SHS meetings/trainings.
- Perform all other duties as assigned by Program Director.
QUALIFICATIONS
- Bachelor’s degree in a human service or related field and Minimum 2 years of experience providing related services to similar population
- Two years of administrative experience in program management including two years of supervisory experience.
- Lived experience can be used in place of educational requirements.
- Knowledge of or ability to learn the Homeless Management Information Systems (HMIS).
- Experience working with participants with mental illness, chronic health issues, and substance use disorders.
- Experience in the following areas: chronic homelessness, outreach and engagement strategies, housing navigation, best practice models, mental health and substance use disorder services, crisis intervention, suicide assessment and prevention, affordable housing and public benefits applications, housing and landlord/tenant rights, eviction prevention, etc.
- Working knowledge of Microsoft Office products, including Word and Excel.
- A valid driver’s license and insurance. Driving will be required throughout Washington County.
- Organized and detailed oriented; ability to manage multiple cases efficiently and effectively.
- Passion for ending homelessness.
- Ability to work as a member of a team and independently.
- Strong people skills.
- Ability to work effectively with people of varying racial, ethnic, cultural, educational, and socio-economic backgrounds.
- Successful completion of background check and reference check required.
- Experience with federal and/or state grants management preferred.
