Eligible lists may be used for temporary and permanent vacancies for the class of work during the life of the eligible list. Temporary appointments may lead to conversion to permanent employment.
Responsible for serving civil and/or criminal process documents such as court orders, summonses, subpoenas, notices and providing proof of service throughout the County to witnesses; independently researches, investigates and determines the location of defendants or witnesses, using public records and/or private law enforcement database information; set and prioritize daily schedule and provides technical support to the department; and performs other related duties as required.
MINIMUM QUALIFICATION REQUIREMENTS

Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and three (3) years of work experience which involved reviewing or explaining legal or other comparable documents or information.
Substitutions Allowed:
The following may be substituted for education:
- Four (4) years of full-time general work experience may be substituted for a high school diploma.
- Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months).
- An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement.
The following may be substituted for experience:
- Successful completion of semester credits leading towards a degree or diploma in legal secretary studies, paralegal studies, legal studies, law, or a related field from an accredited community college, trades school, may be substituted up to four (4) years of work experience which involved reviewing or explaining legal or other comparable documents or information (15 semester credits = 6 months).
- An Associate’s degree in legal secretary studies, paralegal studies, legal studies, law, or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of work experience which involved reviewing or explaining legal or other comparable documents or information.
- A Bachelor’s degree in legal secretary studies, paralegal studies, legal studies, law, or a related field from an accredited college or university may be substituted for up four (4) years of work experience which involved reviewing or explaining legal or other comparable documents or information.
- A Master’s or PhD degree in legal secretary studies, paralegal studies, legal studies, law, or a related field from an accredited college or university may be substituted for up to one (1) year of work experience which involved reviewing or explaining legal or other comparable documents or information.
Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered.
License Requirement: Possession of a valid motor vehicle operator's license (Hawaii type 3 or equivalent), and any other appropriate licenses or certificates as required of the position.
Knowledge of: Principles and practices of public contact; documentation and recordkeeping methods; geography of the County of Kaua‘i; applicable court rules and/or statutes concerning service of process in criminal and civil matters in the Hawai‘i State Courts; office practice procedures; filing methods and systems; use of standard office machines.
Ability to: Plan and organize daily workload; learn the procedure for the service of different types of legal documents; maintain simple recordkeeping systems; communicate effectively with people; maintain confidentiality of information; read maps and locate addresses; establish and maintain cooperative working relationships; determine the appropriate course of action in emergency or unusual situations; understand written and oral instructions.
