Under the general supervision of the City Engineer or designee, this advanced-level planner primarily provides paraprofessional, administrative, and technical support to the Development Services Department; also includes support functions for the Building and Engineering Departments. Provides support and assistance to internal and external customers regarding Development Services functions and activities. This position requires technical knowledge and background in Development Services functions, including Building Inspections, Planning and Zoning, and limited Engineering. MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTSA High School diploma or equivalent requiredMinimum of five (5) years of progressively responsible technical/administrative support experience; preferably in a municipal environment focusing on Building Inspections and Planning and Zoning functions.Any combination equivalent to the education and experience likely to provide the required knowledge and abilities would be qualifying.

EXAMPLE OF DUTIES
Provides oversight and management of special projects assigned by the City Engineer. Coordinates with other city employees to allocate resources necessary to complete special projects but will require the ability assume a Task Lead role in order to complete special projects in a timely fashion.Assists in the administration of specific planning program areas or ordinances by providing technical assistance and information to staff, developers, citizen groups and the general public.Responds to questions and inquiries regarding ordinances, regulations, departmental policies, and zoning information.Researches and compiles information from a variety of sources on planning, demographics, neighborhood, community or development issues on selected planning programs/projects.May review building plans and permit applications, and update designated program areas, develops, and maintains automated tracking systems, hard copy files and records.Provide clerical support to both the Planning and Zoning Commission and Board of Adjustment, by preparing and distributing meeting agendas, and attending meetings. Responsible for appearing at all Planning and Zoning Commission and Board of Adjustment meetings in order to conduct formal voting and procedures at meetings. Required to prepare and distribute related correspondence and minutes associated with meetings.Assists in the preparation of presentations and agenda items for City Council and other meetings.Provides customer service by answering a multi-line telephone, greeting, and assisting walk up customers, and responding to email.Provides administrative support for Development Services, Building and Engineering Departments, Responsible for the oversight of administrative duties such as maintaining general office supplies, establishing office procedures, and filing systems, composing office correspondence, distributing incoming departmental mail.Assembles, researches, and summarizes information from various sources and prepares special or recurring reports for the City. Develop and maintain automated tracking systems, organizes, establishes, and maintains record keeping system for department correspondence, documents, materials or records as needed.Performs all other duties as assigned.

MINIMUM QUALIFICATIONS
Knowledge of Planning and Zoning, Building Inspections and limited Engineering functions and processes. Ability to work with contractors, consultants, developers, property owners, and the general public.Ability to communicate effectively, both oral and written, through clear, concise documents/reports.Comprehensive knowledge of Business English, spelling, punctuation, and arithmetic; modern office practices and procedures including record keeping methods.Ability to use computer software such as Word, Excel, PowerPoint, Adobe, MyGOV and other applicable database/report writing tools.Ability to set priorities and meet deadlines for specific projects.Ability to work as a team with other departments in the accomplishment of work tasks.Ability to work independently, with minimal supervision, and use rational judgment in making work-related decisions. Knowledge of basic laws, ordinances and regulations underlying municipalities.Skill in maintaining effective working relationships with political units such as the City Council and other boards and commissions, county officials, and the general public.Skill in providing customer service to internal and external customers, including the general public.Knowledge or research, analysis, interpretation, and report development of complex administrative issues including legal, financial and survey data.Skill in preparing, editing, and developing responses to politically sensitive and/or confidential correspondence.Ability to perform a general range of lead responsibilities over special projects.
