Salary range: $89,440 - $135,200

Position Overview


The Clean Energy Buyer’s Alliance Market and Policy Innovation team works to solve the toughest market and policy barriers and deploy solutions for large energy customers to pursue clean energy and decarbonize the grid. Strategically and programmatically, the team is organized around three major transformations: unlocking markets, catalyzing energy customers, and decarbonizing the grid for all.


The Manager of Market Policy and Innovation, Western Markets, assists the Deputy Director of Market and Policy Innovation, Western Markets, and oversees the day-to-day work of the programs in the Innovation team related to advancing well-designed, organized, wholesale, electricity markets in the Western United States. The Manager is also a people leader and will assist the Deputy Director with development and budgeting and actively engage the Alliance membership.


Core Responsibilities:


The Manager will help support the Alliance’s efforts to create well-designed, organized wholesale electricity markets in the eleven contiguous Western states of the United States. The role will require managing research, product development, and public comment. The Manager will lead convenings and education of Alliance stakeholders, and the Manager will help advance and amplify policies and programs with elected officials, state energy offices, Commissions and Commissioners, and other regulatory officials.


Specifically, the Manager will be responsible for the following:


Support execution of assigned programmatic priorities
  • Assist the Deputy Director in clean energy customer engagement that drives policy and advocacy solutions for advancing market access and design in the Western region
  • Lead CEBA’s Western Working Group and utilize workshops, meetings, webinars, and other discussions to advance programmatic goals
  • Lead in the development of authoritative resources, including guiding principles, primers, white papers, guidance documents, policy principles, and frameworks, as well as thought leadership pieces informed by energy customers and industry experts
  • Manage consultants and other technical experts in the execution of work & co-create thought leadership and recommendations
  • Assist the Deputy Director in managing CEBA’s participation in wholesale level stakeholder forums provided by the California Independent System Operator, Southwest Power Pool and Western Power Pool to facilitate customer input on straw proposals, represent the perspective of large energy customers in public meetings, and develop public comments that shape market design
  • Identify state level dockets and other opportunities for large energy customer engagement that impact market expansion and manage CEBA’s public comments
  • Advocate for CEBA’s positions with regulatory agencies, policymakers, and other state decision makers
  • Engage Western region coalitions with partners to advance programmatic goals
  • Support the Deputy Director on development efforts including identifying fundraising opportunities, cultivating relationships, preparing development materials and reports

The Manager shall also:

Support the team
  • Provide support to all team members to meet timelines, budgets, and other requirements
  • Execute on the organization’s professional development planning in support of direct reports
  • Participate in hiring where appropriate and needed
  • Inform programmatic budgets to assist the Deputy Director in managing team budgets
  • Support the Deputy Director on grant deliverables


Collaborate and engage with Alliance stakeholders

  • Collaborate with others in the organization to share best practices and support each other’s work
  • Support communications and relationship development with advisory committees, working groups, policy teams and other ad hoc committees
  • Lead convenings and education of clean energy customers and other stakeholders on the benefits of well-designed markets in the West
  • Mobilize energy customers in the Western region as a powerful voice in market expansion and design
  • Participate in industry conferences, convenings, etc. and be capable of speaking to the Alliance aspiration, mission and vision
  • Support large energy customer participation in high level meetings with Governors, Lt. Governors, legislatures, state energy offices, and/or Commissions that highlight how affordability, jobs, reliability, and resiliency can be maximized through clean energy
  • Coordinate with CEBA membership, CEBI stakeholders, and philanthropy to detail and amplify Western Markets principles and work

Qualifications:

Required:
  • 15+ years’ experience if no higher education or 10+ years’ experience and Bachelors degree or 7+ years’ experience and Master's Degree


Additional:

  • Demonstrated knowledge and/or professional experience with wholesale energy markets or clean energy policy in Western states
  • Experience working in Montana, Utah, Idaho, or Wyoming on issues related to clean energy development or procurement preferred
  • Knowledge related to corporate, industrial, and institutional clean energy procurement preferred
  • Demonstrated effective communication (verbal and/or written)
  • Direct experience with public utility commissions, rulemaking, and state and federal policy issues with regard to wholesale markets
  • Experience with multi -stakeholder consultation processes that seek to remove ambiguity within strategic, system-level challenges

  • Prolonged periods of sitting at a desk and working on a computer
