Position Overview:

The In-Person Assistor/Navigator (IPA/Navigator) will be responsible for educating and facilitating, through in-person assistance, the enrollment of the uninsured and underinsured into the public and private insurance programs available through the New York Health Benefit Exchange (NYHBE), New York State of Health. Conduct promotional outreach and enrollment efforts with community-based organizations (CBOs), including but not limited to multi-service agencies, schools and churches, as well as health fairs and other community events, targeting eligible individuals, as well as small businesses. Essential Functions:

  • Work with appropriate community organizations to educate potential enrollees about the New York Health Benefit Exchange (NYHBE) and the Qualified Health Plans (QHP) being offered.
  • Through the online marketplace, facilitate the enrollment of eligible individuals and families in the community into entitlement programs, including but not limited to Medicaid, Child Health Plus, Medicaid for Pregnant Women, Family Planning Benefit Program, and available Managed Care Plans as well as Qualified Health Plans (QHP), supplementary plans and Insurance Affordability Programs (IAP) offered through the Exchange. Assist as needed individuals to enroll in the NYHBE, including opening email accounts.
  • Provide in-person information about health insurance eligibility, income, and other pertinent requirements to individuals or family members, and guide and assist them through the online market place.
  • Initiate and provide educational seminars for individuals, families and small businesses regarding QHPs and supplementary plans available through the Exchange and/or IAPs.
  • Provide enrollment assistance to potential enrollees with the renewal of health plans.
  • Assist potential enrollees with grievances, complaints or questions regarding their health coverage, or a determination related to their coverage
  • Provide assistance to small businesses that are providing health insurance to their employees through Small Business Health Option Program.
  • Promote the availability of services at the Center with all applicants and interested individuals. Distribute appropriate Center information in a variety of Center and community settings.
  • Attend seminars, meetings, and conferences as requested to stay abreast of all new developments to changes with the NYHBE.
  • Work evenings and weekends when outreach events are scheduled.
  • Keep organized records of all applications and outcomes, and report to Supervisor regularly and as needed on their status.
  • Attend all meetings and/or training sessions as required.
  • Immediately report any problems or unusual occurrences to supervisor.
  • Other duties and projects as assigned.

Minimum Experience and Skills Required:

  • 1-2 years of experience enrolling patients in ACA, Medicaid, and Medicaid-waiver entitlement programs.
  • Good working knowledge of Microsoft Office.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal skills.
  • Ability to adapt to a variety of work environments and to travel to different work sites.
  • Flexibility to work evenings and weekends as needed.

Education, Licenses and/or Certifications Required:
Associate’s degree.

Preferred Qualifications:

  • Bachelor’s degree.
  • Experience with outreach and facilitated enrollment.
  • Bilingual English/Spanish preferred.

Minimal Training Time:
90 actual workdays probationary period.
