Financial Management Analyst - Navy Undersea Warfare Program Support Job at Synchron, LLC
Synchron has an exciting opportunity for a Financial Management Analyst to provide business and financial support to the Advance Submarine Systems Development Program Office (SUB 073) at the Washington Navy Yard in Washington, DC. You will assist Team Sub and SUB 073 in the management of Planning, Programming, Budgeting and Execution (PPBE) processes. We are seeking a candidate to help provide the US Navy and our Allies and partners with cutting edge undersea warfare technology. You will provide direct support to the Navy’s future undersea warfare programs and systems.
Responsibilities:
- Provide program and budget formulation assistance for the broad range of Navy appropriations (RDTEN, OPN, OMN, WPN and SCN) that support undersea warfare programs.
- Assist with development and review of POM issues for new and existing advanced technology undersea warfare systems and programs.
- Support the development of Department of the Navy (DoN) Budget Estimate Submission (BES) inputs to OPNAV Resource Sponsors.
- Support the development of responses to Requests For Information (RFI’s) from Congress.
- Support research required to respond to financial audit and oversight inquiries as required.
Education and Experience:
- Bachelor's level degree in any technical or managerial discipline.
- 15 years professional experience in program/project management.
- Seven (7) or more years of experience with Navy acquisition and/or In-Service Programs; should include knowledge of Program Management, including the acquisition process, execution of Gate/Milestone Reviews, Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), and Production Reviews.
- Five (5) or more years’ experience working with the Department of Navy (DON) Programming, Planning, Budgeting and Execution (PPBE) process as well as the RDT&E,N, OPN, O&M,N WPN and/or SCN appropriations.
- Excellent Microsoft Excel spreadsheet capability.
- Excellent written communication skills (e.g. drafting program description and impact statements)
- Active Secret DoD Clearance is required.
Desired Education and Experience
- Experience working with the Program Budget Information System (PBIS) and Budget Object Classification System (BOCS) is highly desirable.
- Five or more years’ experience with the DON Program Objectives Memorandum (POM) process as well as the execution of appropriated funds to include the monitoring of program office expenditures and obligations, spend plans and. Unliquidated Obligation (ULO)/Negative Unliquidated Obligation (NULO).
Work Location: Washington Navy Yard. Telework options for 1-2 days per week.
Travel: Less than 5%
