The Stateand Federal Reporting Specialist shall be directly responsible to Executive Director and/Principal. The State andFederal Reporting Specialist must be able to perform tasks involving light lifting, carrying, pushing, pulling and must be able to walk and/or stand for prolonged periods of time. Visionand hearing are essential functions in performing required tasks.
The Stateand Federal Reporting Specialist shall:
1. Pupil Accounting Specialist Certification, preferred Experience
2. Experience utilizing the Michigan Electronic Grants System Plus (MEGS+)
3. Experience with other State of Michigan Grants Systems including GEMS/MARS Experience providing support and training for professional and support staff in special education financial areas, including IDEA funding or equivalent alternative experiences
4. Experience with other State of Michigan information systems, including but not limited to Center for Educational Performance and Information (CEPI), Graduation and Dropout (GAD), Michigan Online Educator Certification System (MOECS), Educational Entity Master System (EEM), Wayne RESA's System E-time and Michigan Educational Information System (MEIS), or equivalent alternative experience required
5. Experience with all functions and activities related to pupil accounting systems management, reporting, and coordination
6. Experience with Student Information Systems, MiSTAR experience preferred Other Qualifications Extensive knowledge of federal/state grant management and fiscal compliance requirements, including federal uniform grant guidance
7. Extensive knowledge of federal/state grant rules, regulations, documentation requirements, and processes
8. Extensive knowledge of all state reporting requirements related to pupil accounting
9. Detailed knowledge regarding IDEA fiscal regulations, including Maintenance of Effort, Excess Cost, Proportionate Share and others
10. Knowledge of the rules and regulations at the state and federal levels regarding requirements for grant allocations and expenditures
11. Demonstrated skills in fiscal management and policy development
12. Demonstrated verbal and written communication and presentation skills
13. Demonstrated skills in working with a diverse population
14. Demonstrated skills in effectively utilizing technology to manipulate data DUTIES AND
RESPONSIBILITIES
15. Manage the operational and compliance activities of all Academy/Schools grants under the direction of the Principal/Curriculum Director and/or President of the Management Company
16. Coordinate and budget for the management and reporting of data supporting local, state, andfederal requirements.

18. Submit and manage grant applications to Wayne RESA, Michigan Department of Education, and the US Department of Education and provide appropriate professional development and technical assistance related to these grants
19. Review grant applications and proposals for completeness, budget accuracy, and compliance
20. Oversee, document and coordinate program fiscal monitoring responsibilities for all Dearborn Academy grants
21. Lead the coordination and preparation for the activities and develop responses to questions on the fiscal monitoring of grants awarded to THE DEARBORN ACADEMY
22. Responsible for all state and federal reporting related to grants, including expertise in the use of all reporting systems
23. Establish procedures and activities related to the District pupil accounting and student record database
24. Conduct all student enrollment data and report analysis responsibilities
25. Facilitate and manage all information exchanges between the State and District relating to State reporting
26. Recommend policies, procedures and/or actions for the purpose of providing direction for meeting the district's student management system's needs
27. Provide technical support to staff related to grant compliance and reporting
28. Lead, coordinate and conduct program budget review meetings
29. Coordinate grant submissions
30. Oversee and manage the use of state grant reporting systems
31. Compose a variety of materials (e.g. reports, memos, letters, procedures, manuals, etc.) as needed for grants management and pupil accounting coordination
32. Regular and predictable attendance
33. Be responsible for the planning and development of data reports; provide leadership for the implementation of efficient methods of maintaining and manipulating data.
34. Be responsible for compiling requests for information such as test scores aggregation, trend data anddemographics.
35. Coordinate and insures accuracy of district’s Full Time Equivalency, State Student Record, CPI data collection reports and all other state orfederal reporting as mandated by the state or federal government.
36. Serve as the district’s representative for state and regional meetings from the Department of Education andother data collection entities that impact the school system.
37. Serve as the liaison for Technology Services and school leadership in determining the effective use of district information software to find solutions to users’ concerns and needs; facilitate in-service activities for central office staff, principals, clerical staff and selected teacher groups on data gathering and reporting.
38. Coordinate activities related to the preparation of school district data for the analysis of educational issues and trends in the school systemas it compares to other school systems, state and nation.
39. Receive and respond to incoming calls, pages, and/or emails regarding state and federal reporting.
40. Provide technical training as needed.
41. Utilize effective time management skills.
42. Maintain a sufficient level of knowledge regarding relevant technical developments.
43. Maintain accurate records and reports as directed by the Information Systems Coordinator or Directorof Technology Services.
44. Complete job related duties during off-peak hours as needed.
45. Demonstrate the ability to maintain a positive professional working relationship with educators at all school system levels.
46. Be responsible for any other administrative duties or responsibilities that may be assigned by Superintendent.
47. All other duties as assigned
