Exercise Intelligence Cell (EIC) Lead

Specific Responsibilities

Applied Training Solutions (ATS) is seeking an Exercise Intelligence Cell (EIC) Lead to research, gather, and analyze information from all intelligence disciplines to determine potential threats and possible courses of action. Implements and disseminates strategic and tactical intelligence. Determines priority and reliability of incoming information. Establish an Exercise Intelligence Cell within the Exercise Control organization, capable of simulating the activity and reporting of Marine Expeditionary Force, Marine Expeditionary Brigade, theater, national, and multinational intelligence collection assets.

The mission of the MSTP is to provide training in MAGTF across the range of military operations, within the context of a Joint and/or Combined Task Force environment, to improve the warfighting skills, with the main effort of providing training and support.

Required Skills/Qualifications

  • MAGTF and selected theater/national intelligence collection assets/capabilities.
  • Training audience (TA) intelligence agency organization and functions.
  • Support Higher and Adjacent HQ Intel SME during the development of the Annex B
  • Develop EIC organization/manning input to the EXCON Exercise Support Manning Document (ESMD).
  • Develop EIC inject dissemination concept (SECRET and SCI injects). Using the TA collection plans/daily collection schedule.
  • Develop EIC orientation briefing and training package.
  • Serve as lead EIC representative/planner to MSTP Exercise Control (EXCON), Adversary Forces (ADFOR), Modeling and Simulations (Mods and Sims),
  • Communications and Information Support Branch (CISB), Higher and Adjacent HQ, and other EXCON organizations (Civil Military Operations (CMO), Public Affairs, Information Operations (IO), Cyber, Space, SOF, etc.).
  • Serve as lead EIC representative to external/higher exercise control organizations
  • Serve as lead EIC representative to the Training Audience Subordinate Unit Response Cells (Air, Ground, Logistics).
  • Serve as lead EIC representative to Training Audience intelligence organizations.
  • Develop lead EIC training.
  • Direct/supervise EIC operations, to include review/provide quality control to injects before release to the training audience.
  • Direct/supervise the Intel Scripting conference.
  • Selected personnel will have an adjudicated clearance and access up to TS/SCI security clearance; all others will require at least a minimum of Secret security clearance and access
  • Senior staff planning experience in the Joint Operations Planning Process and the Marine Corps Planning Process at the Marine Division, Wing, or MLG staff.
  • Experience conducting tactical and operational level planning at the conceptual, functional, and detailed levels for service and functional component organizations, as well as joint headquarters organizations; capable of applying the Intelligence Cycle, Intelligence Preparation of the Battlespace, and Joint Intelligence Preparation of the Operating Environment processes.
  • Completion of an appropriate level of professional military education such as Intermediate/Top Level School (ILS/TLS)
  • Knowledge of, and operational experience, deploying and employing ground combat, aviation, supporting arms, and combat service support units and related equipment; and knowledge of, and operational experience, with military doctrine, tactics, and command relationships at the operational command level and in the tactical employment of Marine Corps and joint intelligence, surveillance, and reconnaissance assets.

  • Attend the Initial Planning Conference (IPC), MESL Development Conference (MDC), Mid-Planning Conference (MPC), MESL Refining Conference (MRC, Final Planning Conference (FPC), MAPEX, MESL Synchronization Conference (MSC), Intel Scripting Conference (ISC) and FINEX Events
