Serco is hiring an Exercise Funds Analyst to support our MARFORPAC G3 exercise program with the management of event design, planning, and preparation funds allocated through multiple sources located in Camp Smith, HI. Serco supports the Marine Corps as a prime for the MARFORPAC contract which supports Commander, Marine Corps Forces, Pacific to optimize facilitation of the G3 division in support of operations and exercise planning. This includes providing technical, analytical, and administrative support to accomplish this mission. The current Serco team is 13 personnel assisting the MARFORPAC operations staff with its cross-functional staff efforts to include training across the INDOPACOM region with allies and partner nations.

In the Excercise Funds Analyst position, you will:
  • Prepare program execution plan (PEP charts, Service Incremental Funds (SIF) monthly report, Mid-year review chart, SIF phase plan chart, Joint Exercise Transportation – Program (JET-P) monthly execution report, and Joint Staff Unfunded Requirement documents among other exercise program tracking documents
  • Assist the government representative, acting as the primary point of contact for funding MARFORPAC led operations activities and investments (OAIs) supporting the command
  • Serve as the point of entry and MARFORPAC G35 Exercise coordinator for the development of Joint Staff Unfunded Requirement submissions in order to leverage Joint Funding in support of the Joint Exercise Program
  • Develop, submit for approval and delivery all monthly and quarterly funding briefs (normally in Microsoft PowerPoint)
  • For all Joint Exercises supported by MARFORPAC forces, prepare and staff cost estimates with MARFORPAC exercise main planners addressing all element identified in the USINDOPACOM Joint Exercise Program Event Planning Guide (and typically developed in Microsoft Excel and Word)
  • Conduct weekly coordination sessions with G8 action officers to maintain a high degree of awareness on funding status and trends for operation and maintenance funds as well as Joint funds assigned to the command
  • Coordinate with exercise planners and attend integrated planning team meetings to maintain the most accurate reflection on exercise costs based on latest concepts and stay informed on upcoming planned adjustments to the exercise design that will have funding implications
  • Submit the command’s Exercise Branch Budget Report on an annual basis that includes estimates for temporary additional duty expenses, funded exercise costs, and lift cost for movement of personnel and equipment

Qualifications:
To be successful in this role, you will have:
  • An Top Secret clearance (or interim) with the ability to gain final TS/SCI within 60 days
  • A Bachelor’s degree
  • 5 years of related experience
  • Thorough understanding of DoD exercise funding resources
  • Understanding of the military planning process
  • Advanced proficiency with using Microsoft applications such as Excel, Teams, Words, Power Pt., etc.
  • Well-developed written and oral communications skills
