BASIC PURPOSE

The Divisional Fleet Administrator is responsible for working with Corps/Units to ensure that they follow all local and federal state laws and regulations along with The Salvation Army policies. Coordinates the preparation and completion of regulatory and compliance documents. Assists with driver training and skill assessment to include on-boarding training and orientation, initial training, and maintaining compliance with DOT regulations. The position will also be responsible for maintaining compliant files and records and efficient use of Hours of Service. The position will act as the liaison between Divisional Headquarters (DHQ) and Territorial Headquarters (THQ) in all matters related to vehicles and drivers, which includes employees.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Effectively evaluate, monitor, analyze and identify all driver compliance issues and resolve them in a timely manner.
  • Monitor, track, analyze, and maintain vehicle fleet for the division. This includes tracking registration, insurance, mileage, and emergency repairs. Maintain vehicle database.
  • Responsible for helping manage internal and external compliance reporting, providing compliance advice and assistance.
  • Monitor and assist in enforcement of DOT and The Salvation Army regulations to ensure compliance.
  • Responsible for conducting all tasks associated with Driver Qualifications – Medical Cards/Physicals, Commercial Driver’s License (CDL), Annual Driving Records. Driver Training – DOT regulations, Driver assessments. Driver Records – Processing driver qualification files, DOT required documents, The Salvation Army policies, Motor Vehicle Reports (MVR).
  • Conduct daily audits of drivers to ensure compliance and productivity.
  • Administer random drug screens and expiration list processes including driver’s license and medical card renewal. (Use of MyScreen- online scheduler)
  • Conduct driver call ins and complaints while managing the risk for the company.
  • Acts as liaison with THQ to ensure driver and vehicle compliance.
  • Ensures that all training materials are up to date.
  • Ability to occasionally travel to Corps locations to assist with driver training and vehicle inspection.
  • Assists THQ with ensuring proper vehicle insurance and registration.
  • Safety course that covers fleet, including DOT, and divisional safety program overview.
  • Be able to review loss history and pinpoint where in the division additional training is needed, including safety meeting topics and follow up in the field.
  • DOT compliance including driver qualification files and vehicle files; including making sure that THQ Risk is made aware of all drivers, and no one drives until everything is in order prior to getting behind the wheel.
  • Maintain control log for all Safety Data Sheet compliance.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER QUALIFICATIONS

  • Expertise and extensive knowledge of DOT rules and regulations.
  • Knowledge of fleet maintenance processes, including applicable governmental or state agency websites. (NTCI/ Clearinghouse/ CA DMV Pull Notice Program)
  • Ability to gain exposure to some of the complex tasks within the job function.
  • Deadline driven with excellent organizational skills.
  • Self-starter with ability to take initiative and be an independent thinker.
  • Demonstrated ability to provide effective instructions with specific goals of improving one's capability, capacity, and performance.

  • Computer skills with proficiency and working knowledge in Adobe Acrobat, Microsoft Excel, Word, PowerPoint, and Outlook.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Must possess High School Diploma, higher education desired.
  • Must possess a valid California Class C Driver License, and ability to drive a Salvation Army vehicle.
  • Must be 21 years or older.
  • Must successfully pass an MVR (Motor Vehicle Report) and pre-employment background check.
  • Complete The Salvation Army vehicle course training.

PHYSICAL REQUIREMENTS

  • Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis.
  • Ability to grasp, push, pull objects such as chairs, tables, cabinets, and reach overhead.
  • Ability to lift up to 30 lbs.
