We are seeking a highly skilled and experienced Cyber Portfolio Manager (System Architect)

to oversee the management of our organization's cybersecurity portfolio. The successful candidate will be responsible for managing a portfolio of cybersecurity projects, ensuring that projects are completed on time, within budget, and according to high-quality standards. This individual will also develop and implement a cybersecurity strategy that aligns with the organization's overall business strategy.

Responsibilities:

• Developing and implementing a cybersecurity strategy that aligns with the Department's overall business strategy and objectives.
• Overseeing the management of a portfolio of cybersecurity projects, ensuring that projects are completed on time, within budget, and according to high-quality standards.
• Collaborating with cross-functional teams within the Department to ensure that cybersecurity projects are integrated with other business projects and initiatives.
• Identifying and mitigating cybersecurity risks that could impact the Department's operations, assets, or personnel.
• Monitoring and reporting on the performance of the cybersecurity portfolio, including budget, schedule, and quality metrics.
• Communicating portfolio status, risks, and issues to senior management, IT teams, and business partners.
• Developing and maintaining relationships with third-party vendors and service providers to ensure that their products and services meet the Department's security requirements.
• Ensuring that the Department's cybersecurity portfolio is compliant with relevant regulations, policies, and standards, such as FISMA, NIST, and OMB.
• Keeping up to date with emerging cybersecurity threats and trends and ensuring that the Department's security measures are current and effective.
• Leading and motivating a team of cybersecurity professionals to ensure that they are equipped to deliver high-quality cybersecurity project.
• Excellent communication skills, including the ability to communicate technical information to non-technical stakeholders.
• Strong leadership skills, including the ability to lead and motivate a team of cybersecurity professionals.
• Experience working with regulatory requirements such as HIPAA, PCI-DSS, and GDPR.
• Industry certifications such as CISSP, CISM, or CISA are a plus.

Cyber Operations PMO Support:

The Cyber Operations PMO Support role is a critical position that plays a crucial role in ensuring the success of the DCIO office. The responsibilities of this position include:

• Developing an effective program management structure and framework to support the internal operations of the DCIO office: The Cyber Operations PMO Support will work to develop a framework that will support the overall program management of the DCIO office, ensuring that all initiatives are properly managed and executed.
• Analyzing the Information Assurance (IA) portfolio and developing a detailed work breakdown structure (WBS) that will provide increased visibility into the ongoing projects and initiatives supported by IA: The Cyber Operations PMO Support will work to analyze the portfolio of IA projects, breaking them down into smaller, more manageable tasks and providing increased visibility into ongoing projects.
• Developing project schedules and facilitating status meetings with key project stakeholders: The Cyber Operations PMO Support will work with key stakeholders to develop project schedules and facilitate regular status meetings to ensure that projects are on track and that any issues are addressed in a timely manner.
• Assessment of IA’s activities and organizational structure: The Cyber Operations PMO Support will assess IA's activities and organizational structure to identify areas for improvement and make recommendations to the DCIO.
• Facilitating the governance structure and processes that enable IA IT investments: The Cyber Operations PMO Support will work to facilitate the governance structure and processes that enable IA IT investments, ensuring that all investments are properly managed and executed.
• Addressing IA's eGov PMO, VMO, and SPO reporting requirements (including iMATRIX and iSchedule) and other portfolio management data calls: The CYBER OPERATIONS PMO Support will work to address IA's reporting requirements, ensuring that all necessary data is appropriately collected and reported to relevant stakeholders.

Requirements and Qualifications:

The Cyber Portfolio Manager requires specific personnel requirements and qualifications, including:

• US citizenship and an active SECRET security clearance: The candidate must be a US citizen and have an active SECRET security clearance to be considered for this position.
• ISO 27001 experience: The ideal candidate should have experience with ISO 27001, which is an international standard for information security management systems.
• ServiceNow PPM experience a plus: Experience using ServiceNow is a plus and will be considered a valuable asset.
• Bachelor of Science degree in Information Systems or similar: A BS in Information Systems or a related field is required.
• Active Secret Clearance required.
