Job Title: Cost Analyst II

GENERAL PURPOSE
Reporting to the Controller, the Cost Analyst II will be responsible for leading the development and maintenance of accurate program cost baselines in Deltek Cobra, integrated with program schedules in Microsoft Project. This will require exceptional communication and organizational skills to solicit inputs on requirements and dependencies across the organization and formulate these inputs into robust program plans and budgets. The Cost Analyst II will drive execution to these plans by coordinating status updates and performing regular
Estimate to Complete updates. Along with leading root cause variance analysis, the Cost Analyst II will use data to generate actionable metrics, key performance indictors and reporting to inform program leadership, and influence future plan updates. They will enable effective business decisions by driving accurate program cost estimates through effective cost analysis and supporting the timely delivery quality and transparent program performance data. This position will be required to implement effective change management to account for approved scope changes, and actively manage program Estimate at Completes (EACs). This will require being exceptionally detail oriented and proactive in analyzing data and variances to help inform future performance on projects. The Cost Analyst II will apply their technical expertise, leadership skills, and commitment to excellence.
ESSENTIAL DUTIES/RESPONSIBILITIES
- Serve as Program Finance liaison between Controller and Project Management group
- Establish program baselines
- Monitor Program actual costs vs. funding limitations
- Maintain Earned Value, and monitor SPI and CPI on all programs
- Monitor ETC and EAC on all programs
- Track anticipated financial impact of indirect rate performance
- Provide real-time as well as monthly Program Finance Reports and Information to Program Managers and Executive Management team on which business decisions will be based
- Attend and support monthly program review meetings
OTHER DUTIES/RESPONSIBILITIES
- Assist in development of standardized EVMS
- Assist in EVMS certification
- Collaboration with Program Planner/scheduler
- Help with annual corporate budget and indirect rate development

JOB QUALIFICATIONS
KNOWLEDGE, SKILLS, AND ABILITY
- Working knowledge of Earned Value Management Systems (EVMS) along with experience in non-earned value environments
- Proficiency with leading teams through baseline establishment activities with cost/schedule integration for large data sets, major replans, and formal Estimate at Complete updates
- Understanding of control account management including budget baselining, reforecasting, variance analysis, monthly progress reporting, managing EACs, and implementing EVMS with Deltek Cobra or similar platforms.
- Ability to earn trust, maintain positive and professional relationships, and contribute to a culture of inclusion
- Proven record of hands-on development and implementation of company-wide process improvements
- Successful support of programs through DCMA/DCAA, joint site surveillance, or other government audits
- Proposal support including pricing for bids requiring certified pricing
EDUCATION OR FORMAL TRAINING
- Bachelor’s Degree in business, finance, engineering, project management or other highly analytical field, or equivalent experience/combined education
-High School Diploma or GED +4-6 years’ experience
-Bachelor’s degree +2-4 years’ experience
-Master’s degree +1-3 years’ experience * MBA and/or Project Management certification (PMP/Certified Project Manager) desired
EXPERIENCE
- 4-6 years of program planning and program finance/business analytics experience for government or commercial customer contracts, or internally funded R&D programs
- Experience with Deltek Cobra, or other Cost/Schedule integration tools
- Familiarity with DOD subcontracts a plus
- Experience establishing new programs desired
- Hands-on experience in a Program Planning role, Microsoft Project or similar software
- Experience with Customer Deliverables on EVM-required contracts
- Successful support of programs through DCMA/DCAA, joint site surveillance, or other government audits
