Job Description: City Clerk
Salary Range: This is an hourly rate position based on qualifications.
MINIMUM QUALIFICATIONS:
Education and Experience: An Associate’s degree in criminal justice, business, public administration or a related field, and/or two years professional administrative experience in a complex organization providing a high volume of service to the public. Experience should include at least two (2) years in a supervisory capacity.
Licenses and Certificates: Class C Texas Driver’s License.
PREFERENCES:
- Proficiency in speaking and reading Spanish.
- Certification as Certified Municipal Clerk (CMC) through the Texas Municipal Clerks Certification
Program.
- Ability to provide notary public services.
GENERAL PURPOSE:
Under general direction, manage day-to-day operations of the City Clerk’s Office within the San Elizario,
Texas City Clerk department. Primary source of record keeping for the City, to include, but not limited to: keeping of minutes, resolutions, ordinances, motions, agreements, contracts, leases. Acts as
Secretary for the Historic Landmark Commission and Planning and Zoning Commission and responsible for preparing agendas and backup for council and commission meetings. Designated Elections Official and responsible for conducting all City elections through contract with the El Paso County Elections
Department.
DUTIES AND RESPONSIBILITIES:
Documents and Records
- Maintain files of city documents and records.
- Maintain all computerized backup systems in accordance with state law and rules.
- Oversee records management and electronic document processing. Involves: Monitor compliance with records management procedures. Respond to Texas Public Information Act requests in conjunction with the legal department for physical and electronic documents and ensure departmental compliance with statutory production and release deadlines. Work with information systems staff to maintain computer system security.
- Provide assistance and information regarding city ordinances and regulations to staff and citizens.
- Assist Accounting Clerk with annual budget process as it relates to required public notification.
City Council
- Compile agenda items for city council meetings; prepare and distribute agenda packets; summarize and publish agenda information; post notice of council meetings.
- Attend meetings, take and prepare minutes.
- Distribution to respective agencies of council approved agreements, contracts, leases and memorandums of understanding.
Office and Other
- Perform general office duties such typing and proofreading correspondence, distributing and filing official forms and scheduling appointments.
- Prepare and publish legal and public notices.
- Assist in the administration and conduct of municipal elections.
- Update and maintain city’s web page.
- Perform other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Application of considerable knowledge of federal, state and local laws, regulations, rules and ordinances as applied to maintenance of public records.
- Application of considerable knowledge of Texas Open Meetings Act (Government Code, Chapter 551).
- Application of considerable knowledge of federal, state and local laws, regulations, rules and ordinances as applied to administration of municipal elections
- Application of good knowledge of organizational and management principles and methods and budgeting and fiscal administration policies and practices.
- Application of good knowledge of computer hardware and software applications.
- Ability to conduct a City Council or other public meeting as required.
- Ability to interpret oral, written, technical information and data dealing with complex variables to identify, analyze and solve managerial problems.
- Ability to analyze financial and technical data and information for operational assessment and reporting.
- Ability to establish and maintain effective working relationships with officials, judges, managers, attorneys, other agencies, vendors, employees and the general public.
- Application of good knowledge of Spanish communication skills oral and written.
- Clear, concise and tactful oral and written communications.
- Interpretation of oral and written instructions.
- Keep records, prepare reports, maintain filing systems, compile and organize information.
- Work under pressure to meet deadlines.
- Ability to type at the rate of 35 words per minute.
OTHER JOB CHARACTERISTICS:
- May be required to work more than 40 hours, evenings, weekends and holidays.
Job Type: Full-time
Pay: $35,000.00 - $38,000.00 per year
