Chief People Officer

CIS of Central Texas is currently seeking a qualified Chief People Officer to lead the Human Resources Department and the organization’s commitment and strategy to be a diverse, anti-racist, equitable, and inclusive organization. The CPO is responsible for implementing an overarching vision of diversity, equity, and inclusion (DEI) to eliminate systemic organizational marginalization and promote inclusion and anti-racist practices evidenced in the organization’s programs, business operations and leadership.
Required Qualifications & Skills
- Minimum of eight (8) years of progressively responsible experience leading human resources administration and management
- Minimum of three (3) years of experience developing and implementing diversity, equity and inclusion programs
- PHR, SPHR, SHRM-CP or SHRM-SCP certification
- Content knowledge of the diversity, equity, and inclusiveness research base and best practices for organizations striving to become more diverse, equitable, and inclusive with a commitment to continuous personal growth and learning in these areas
- Exceptional communication skills with demonstrated ability to persuasively promote ideas to a variety of stakeholders
- Excellent people skills with demonstrated ability to partner with colleagues and organization leaders
- Experience supervising and developing teams and individual team members
- Demonstrated ability to align people strategies with business strategies
- Experience developing and implementing trainings
- Demonstrated ability to multi-task and work within an ambiguous, fast-moving environment while also driving toward clarity and solutions
- Demonstrated resourcefulness in setting priorities and guiding investment in people and systems
- Demonstrated ability to manage sensitive or confidential information with discretion
- Demonstrated ability to work creatively within a budget and use innovation to find ways of more effectively managing resources
- Demonstrated proficiency in MS Outlook, Excel, Word, PowerPoint, and virtual communication tools including MS Teams and Zoom
- Bachelor’s degree in Human Resources, Organizational Development, Business Administration, or other related field, or an equivalent combination of education, training, and experience is preferred
Breadth of Responsibilities
HR/DEI Strategy
- Establish and implement human resources strategies, policies and processes to support the CIS mission and strategic vision to be a diverse, anti-racist, equitable, and inclusive organization
- Partner with colleagues and senior leaders to drive organizational culture building, employee engagement and communication activities and ensure all departments are grounded in the organization’s equity values
- Provide strategic leadership by articulating human resources issues and plans to the executive leadership team, employees, and external stakeholders
- Develop retention strategies, conduct stay interviews, and facilitate employee listening sessions
HR Management
- Manage day-to-day operations of the Human Resources Department
- Lead race grievance process and internal personnel investigations
- Coordinate employee performance management and performance review processes
- Manage comprehensive compensation and employee benefit plans that are competitive and cost effective for the agency
- Work with the finance department to ensure the accuracy of timesheets and payroll records
- Ensure efficient systems are in place for collecting and archiving employee personnel records in compliance with applicable federal and state laws and specific contractual requirements
- Participate in preparation for financial and administrative audits and contract monitoring as requested
- Demonstrate agency core values and competencies
Consulting, Coaching & Training
- Provide consultation and support to supervisors about performance management issues including documentation of performance issues, goal setting, and coaching for improved performance
- Provide training and support to managers and staff in the areas of HR including personnel policies, paperwork and recordkeeping requirements, sexual harassment and other EEO related issues, drug-free workplace, ADA, FMLA, general safety, etc.
- Provide consultation and create opportunities for HR team members’ personal and professional development and ensure that team members have the necessary skills, resources, and support to deliver high quality work
- Ensure new employees receive a full orientation to CIS including initial payroll documentation, agency values and competencies, policies and procedures, employee benefits, etc.
- Consult with the Communications department to communicate our DEI commitment, practices, and learnings
Reporting Structure: This position is supervised by the Chief Executive Officer and supervises the Human Resources team:
- Employee Wellness Coordinator
- Professional Development & DEI Coordinator
- Talent Acquisition Coordinator
- Other staff members, interns or volunteers as needed or assigned by the CEO

Work Location: This position is a full-time position and will be required to work at the CIS central administrative office in Austin, TX.
**What We Offer: CIS offers a competitive salary commensurate with experience in a similar position. The starting salary range for this position is $8,000/mo. to $9,825/mo. determined by qualifications and relevant experience. New hires are typically brought into the organization at a salary between the range minimum and midpoint depending on experience and in alignment with internal equity. We offer a comprehensive benefits plan, paying 100% of the employee premium for the base medical insurance plan and we provide subsidy to support coverage for spouse/domestic partner and children.
