This position is responsible to plan, direct and supervise the work of a unit of Civil Clerks engaged in specialized legal office bookkeeping duties associated with the service of civil subpoenas, civil process, garnishments, levies and related documents.
Conduct group or individual conferences with staff to discuss or interpret departmental rules, regulations, and policies.
Confer with staff on the more difficult civil processes, procedures and bookkeeping problems.
Review the quantity and quality of work performed by unit workers and develop, implement and monitor plans to correct substandard performance.
Establish and prepare departmental case records for the service of civil subpoenas, civil process, garnishments, levies and related documents.
Respond to inquiries regarding the filing of civil documents and subpoenas.
Maintain a variety of garnishment and bank levy records including establishing garnishment cases, proof of service, posting payments, determining balance owed and payoffs, requesting disbursements, preparing notices and responding to questions from garnishee, plaintiffs and attorneys.
Prepare documentation demonstrating the completion of the garnishment and forward to the appropriate court.
Provide information and assistance to the public regarding claims for exemption to garnishment or levy orders.
Perform a variety of bookkeeping duties, including posting fees to appropriate accounts, preparing receipts for fees and monies collected, and depositing of funds for a variety of accounts within the Sheriff's department.
Perform bank reconciliations, prepare trial balances and statement of fees.
Issue receipts for vehicle repossessions.
Collaborate with other supervisors in coordinating the activities of staff.
Train and instruct staff on policies, procedures and techniques.
Assist in the development and implementation of policy and procedural changes.
Respond to complex questions from employees, other agencies and the public.
Prepare employee performance evaluations.
Prepare memos, letters and reports.

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Education: Equivalent to completion of the twelfth grade, preferably supplemented with bookkeeping coursework.
Experience: Two (2) years of experience as a Civil Clerk in a Sheriff's Records Division or four (4) years of general clerical bookkeeping experience in a legal office.

- Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
- Perform advanced bookkeeping work including preparing and reconciling financial reports, and making adjusting and closing entries.
- Read, interpret and analyze legal and financial documents, accounts and records.
- Prepare financial documents for payment.
- Apply mathematical schedules in computing rates, bail and fee charges.
- Compile and interpret statistics on various records.
- Type various forms and correspondence accurately.
- Accurately post figures to various ledgers, documents and records.
- Proofread for errors in numbers, grammar and spelling.
- Alphabetize, file and maintain various financial and fiscal records.
- Supervise, train and evaluate staff.
- Develop, implement and interpret policies and procedures.
- Collect and evaluate information, draw valid conclusions and make appropriate recommendations.
- Write clear, concise, grammatically correct case narratives, reports, records and letters.
- Organize work in a step-by-step order.
- Maintain confidentiality of all information and materials.

- Possession of, or ability to obtain, an appropriate, valid California driver's license.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).
Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday.
Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.
Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation: A voluntary deferred compensation plan is available.
