Specialist II - HSE (Environmental) Job at Westlake Corporation
SUMMARY
The Environmental Specialist position is responsible for managing air reporting for several Lake Charles South operating units and the Lake Charles North (VCM North) facility. This includes reviewing Title V Operating permits and verifying compliance for HON & HWC operating parameters using various compliance management systems, data tracking spreadsheets and technical documents. This position must provide technical support and work closely with operations supervision, performance engineers, technical / engineering, maintenance groups, and managers to ensure compliance for air activities to the Lake Charles South operating units and the VCM North facility.
DUTIES AND RESPONSIBILITIES
May include, but are not limited to, the following:
- Oversee, review, and approve HON events in the Compliance Reporter system for the Lake Charles South plant/ program administrator
- Review HON events tracker and determine compliance with HON OPLs at the VCM North facility
- Assist LCS & LCN operations personnel with correctly identifying and investigation of Startup, Shutdown and Malfunction emissions events
- Prepare and submit the semi-annual Title V Deviation reports for the VCM North facility
- Prepare and submit the SSM & semi-annual HON periodic reports for Lake Charles South and VCM North plants
- Prepare and submit the semi-annual HWC periodic reports for IFTU
- Primary Air Group contact for the VCM North facility; work from that location weekly
- Quarterly review Title V Reasonable Inquiry documents for: A Power/RSC, Analyzer Group, C Power, Derivatives Common Sources, Greater EDC, Membrane, Per/Tri, VCM S, RMP – LCN plant, RMP – LCS plant, TEII WTU, WTU & PHH Instrument Group
- Coordinate Title V permit modifications and permit renewals for the VCM North facility
- Prepare and submit the Annual Title V Deviation Certification report for VCM North
- Follow-up and recording/reporting of non-compliance issues identified at several of the Lake Charles South operating units & VCM North facility
- Follow-up of the EPA NEIC inspection request at the VCM North facility
- Coordinate Title V Reasonable Inquiry document review and updates for several areas: A Power/RSC, Analyzer Group, C Power, Derivatives Common Sources, Greater EDC, Membrane, Per/Tri, VCM S, RMP – LCN plant, RMP – LCS plant, TEII WTU, WTU & PHH Instrument Group
- Coordinator for environmental air and spill & release training
- Conduct RCA and 5-Why investigations of environmental incidents and near misses
- Conduct MOC environmental general and analysis checklists and PSSR reviews
- Assist operations personnel with entering environmental compliance events
- (Internal ISO Auditor)
SUPPORT/BACK-UP DUTIES & CROSS-TRAINING
- Quarterly review Title V Reasonable Inquiry documents for: A Chlorine, Asbestos, C Caustic, C Chlorine, Fire Water pumps, Garage, Liquefaction, Lake Charles North Plant, Lake Charles North Plant – Asbestos, Lake Charles North Plant – Refrigeration, Lake Charles North Plant – RICE MACT Engines, Pels, Refrigeration, RICE MACT Engines, Shipping
- New Chemical Review/Sitehawk review of SDS
- Prepare, participate and support internal corporate and outside agency audits and inspections relating to environmental
- Review LCS and LCN daily fixed-point monitoring alarms, leak forms and following up on leaks subject to the 5-day response.
- Peer reviews of letters to the agencies and periodic reports
- Review AFE projects and complete Environmental considerations checklist
EDUCATION, EXPERIENCE AND QUALIFICATIONS
- Bachelor’s degree preferred in Chemical or Environmental Engineering, or related Environmental Science/related field
- Must have at least 5 years progressive environmental responsibilities, preferably within chemical manufacturing.
- Permitting experience (Title V and PSD/NNSR permitting) preferred
- Ability to handle multiple tasks simultaneously, achieving results on time and ability to influence/negotiate with others at various levels of the organization and with regulatory agencies.
- Ability to work effectively with operations, technical and maintenance personnel and to positively interact with other environmental professionals and the business to maximize results.
- Ability to take initiative, identify what is needed and take effective action to bring about change and lead/implement change while maintaining Westlake’s core values.
- Successful candidates must satisfy background screening, including motor vehicle record screening, drug testing & pre-employment physical requirements before starting work.
PHYSICAL DEMANDS
This job is performed mainly in a control room or office setting. Physical presence and predictable attendance required. While performing the duties of this job, the employee is frequently required to sit; stand; walk; use hands to touch, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stoop, kneel, or crouch. The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. This job requires response to audible emergency alarms inside of the plant. Employee must be able to evacuate when required.
WORK ENVIRONMENT
The noise level in the work environment is usually moderate as normally based in an office. Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, etc. May also result in exposure to outside elements and may require usage of stairs and elevators. Travel including air travel or auto travel may occasionally be required.
