Senior Accountant - Remote Job at Outer Cape Health Services
Summary/Objective
Senior Accountant will provide financial leadership to Outer Cape Health Services (OCHS) and ensure the necessary performance, reporting and monitoring controls for the financial success and security of the corporation in both strategic and operational decision-making. This position is responsible for the preparation and analysis of financial statements, budgets, forecasting and grant/contract financial management. The Senior Accountant will review, design, implement and maintain an effective and sufficient financial services department to be able to provide these outcomes.

Essential Functions
- Plans, organizes, coordinates, maintains, and controls financial policies with respect to receipt of review, expenditures of funds and protection or the organizations assets in accordance with GAAP and other applicable regulatory requirements at the local and state, and federal level.
- Works closely with the finance department to implement IT systems integration.
- Directs and support accounting staff operations and functions ensuring that systems are in place to guarantee efficiency, timeliness, and accuracy.
- Ensures completion of annual audit and tax filings within the required timelines for communication with CEO and Board of Director, appropriate filing and dissemination to financial partners.
- Lead, plan, design, review, and maintain annual budget including forecasting, and budget updates.
- Review and update various grant/contract proposal budgets.
- Prepares monthly analysis of grant/contract budget to actual to monitor spending, communicating with program staff regarding under/overspending within budget categories to ensure grant/contracts are spent out.
- Monitors spending within the budget, communicating with Management on budget-to-actual analysis.
- Applies a working knowledge of applicable laws and regulations while verifying documents for completeness and compliance with government and private agencies.
- Research, recommend and write procurement policies and procedures to comply with federal regulations. Provides training to OCHS staff on procurement policies and procedures.
- Develops policies and procedures to ensure compliance with federal Uniform Guidance and other grant related rules and regulations. Makes recommendations to Controller for adherence to Federal and HRSA guidelines.
- Implements budget into accounting software and monthly financial statements.
- Prepares financial reports for internal and external partners.
- Calculates and completes monthly federal grant draw downs and reconciles funding-to-expenses.
- Assists in the preparation of the annual audit, Form 990, and CT-12.
- Assist finance team in preparing special reports or projects requiring research, interpretation, or auditing of financial data.
- Demonstrates continued effort to streamline work processes and decreased turnaround time.
Additional Duties
- Provides consultation regarding OCHS policies, procedures, and daily operations.
- Consistently provides effective and timely communication to the Controller regarding daily activities, and projects.
- Integrating IT/Systems to improve accounting productivity and accuracy.
- Prioritizes both internal and external deadlines, communicating with the Controller and OCHS leadership on incremental progress.
- Demonstrates cooperation and teamwork.
- Maintains collaborative relationships with all levels of co-workers and external partners.

Required Qualifications, Education, and Experience
- Bachelors Degree in Accounting or Finance
- Active CPA license preferred
- Ability to maintain the confidentiality of sensitive financial and personnel data.
- Hands-on experience with accounting and financial management software.
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
- Be a critical thinker, who finds solutions to problems and makes appropriate decisions.
- Ability to ensure fiscal responsibility and understand payment terms.
- Knowledge and thorough understanding of current operations, programs, grants, goals and objectives.
- Ability to analyze complex financial, analytical and grant data.
- Knowledge of GAAP, financial, and accounting concepts and principals.
- Advanced proficiency of Sage Fixed Assets and Excel.
- Advanced proficiency of MS Office Suite (Outlook, Word and Excel).
- Ability to communicate professionally both orally and in writing.
Preferred Qualifications, Education, and Experience
- Experience working in non-profit or with a Federally Qualified Health Center.
- Epic software experience.

Work Environment
The functions of this role are conducted in an office environment.
Hours of Work
- This position is full-time
- Typically, full-time salaried employees work 40 hours during a [Monday through Friday or Sunday through Saturday] workweek. However, this is a salaried position. Therefore, the full time individual is expected to work as required to complete the duties of the position. This may mean hours beyond 40 per week are required.
