What You Will Do
The Digital Engineering Strategy Program Office (W-DES) is seeking to fill an R&D Manager 4 position. W-DES provides support and guidance towards managing our growing data generation and software tool expansion. The program office plays a key role in the development and establishment of Model Based Systems Engineering (MBSE), Models Based Engineering (MBE), and Models Based Definition (MBD) processes.
The W-DES Group Leader will work with the Division Leader, Deputy Division Leader and W-Division managers to develop and foster effective teams across the program office and the Division. The successful candidate will recognize and act on opportunities to influence directions, policy, and vision, both internal and external to the organization. They will be expected to plan, organize, and use group resources effectively, and within budget. Personnel development that promotes excellence at all levels and establishes an environment of trust and mutual respect is a key expectation of the position. This position is responsible for recruiting, staffing, and diversity; performance appraisals and employee development; personnel issues; salary management; overall quality and effectiveness of the group, and planning for capabilities.

Minimum Job Requirements:
Leadership: Demonstrated excellent interpersonal, oral and written communication skills and demonstrated ability to interact effectively with all levels of Laboratory personnel and internal and external customers. Advanced capability and experience in technical leadership and program management, including success in program development, program advocacy, strategic planning, resource planning and allocation, technical program execution, and negotiation. Expert experience with conflict resolution.
Teamwork: An accomplished record of developing and fostering successful cross-organizational teams to solve complex problems.
Project Management: Advanced ability to meet schedule and deliverables for multiple concurrent projects with a range of priorities. Ability to provide technical and programmatic direction.
Digital Engineering Systems: Demonstrated experience in the development and establishment of engineering principles to include: Model Based Systems Engineering (MBSE), Models Based Engineering (MBE), and Models Based Definition (MBD) processes.
Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
