The City of Redding is accepting applications for Electric Manager - Engineering within the Electric Utility Division. This position will operate under the working title of Electric Manager - Operations.
- Manage a team of NERC-certified system operators, a senior system operator, an operation supervisor, and an Electrical Engineering Supervisor-Operations.
- Serve as Operations Section Chief for the Incident Command hierarchy during system emergencies including weather, energy shortages, etc.
- Assist in the preparation of annual and biannual budgets for the group and perform tracking and reporting of project costs.
- Implement changes and improvements to City and department policies and procedures to improve the efficiency of the Electric Utility and improve service to City customers.
- Work with the staff of other electric utilities, City departments and commissions, the development community, consultants, and other agencies to facilitate the implementation of procedures, projects, and programs that will result in improved efficiency of the Electric department operations and provide better, cost-effective service to the customer.
- Oversee and direct the preparation of material in accordance to NERC and WECC regulations and audits. Ensure NERC and WECC operational transmission standards are followed and trained upon, and that related evidence is gathered and fully prepared for audits.
Knowledge of NERC regulatory requirements and the operation of a NERC Certified Transmission Operations group.
Knowledge of grid analytics tools and software typically used to execute transmission planning, transmission outage coordination, and real-time transmission system studies utilizing personal computers.
Knowledge of the responsibilities and interactions with other agencies including but not limited to Reliability Coordinator, Balancing Authority, and Area Coordinator.
Ability to interact effectively with the public and employees.
Ability to communicate effectively both orally and in writing.
Ability to demonstrate highly developed skills in electric utility organization and supervision.
Ability to demonstrate highly developed analytical and technical skills in electric utility engineering and analysis.
Education, Experience, and Special Requirements:
Typical education would include a Bachelor of Science degree in engineering, finance, accounting, business management, or a related field from an accredited college, university or equivalent.
Typical experience would include seven years of progressively responsible relevant work experience in electric utility system operations, engineering, planning, design, operation and maintenance of power systems, including project management experience with at least three years in a supervisory role.
NERC Certification is highly desired.
Possession of a valid California driver's license, or the ability to acquire one within ten days of appointment.

Holidays:
An average of thirteen and a half per year. Fire Association covered employees receive a payment in lieu of holidays. Holiday compensation for Redding Peace Officers Association and Redding Police Managers Association employees has been converted to base pay.
Vacation:
Two weeks per year up to the fourth year of service, three weeks up to nine years of service, three and a half weeks up to fourteen years of service, four weeks up to nineteen years of service, four and a half weeks up to twenty-four years of service, five weeks after twenty-four years of service. For accrual rates for Fire Department shift employees, refer to MOU. Part-time and temporary employees may be eligible for some vacation/paid time off benefits.
Sick Leave:
Twelve working days of sick leave are accrued each year. Unused sick leave may be credited toward retirement. For accrual rates for Fire Department shift employees, refer to MOU.
Health Insurance:
Excellent medical, dental, vision, and life for employee and dependent, and long-term disability for employees.
Retirement:
Full-time employees are covered by CalPERS (formula is dependent on hire date and member status in CalPERS) and are not covered under the Social Security System.
Administrative Leave:
Management positions are eligible to receive 40 hours of administrative leave per calendar year as authorized by the department director; additional leave up to 40 hours may be granted by the City Manager.
Deferred Compensation Plans:
Available for interested employees.
Part-Time Retirement Benefit Program:
Part-time, seasonal, and full-time temporary employees either participate in the Social Security System or the PARS Alternate Retirement System depending upon bargaining unit assignment.
SDI:
Unrepresented positions do not participate in SDI.
