Salary range is $68, 241 - $106,592 annually. Full benefits package. 8 hours per day, 5 days per week, 261 days per year. Office hours are typically 8:00 am to 5:00 pm although overtime is expected on occasion depending on payroll deadlines.

The Payroll Accountant position is a full-time, year round position and works out of the Nebo District Office in Spanish Fork, Utah. Purpose Statement


The job of Payroll Accountant is performed for the purpose/s of: assisting the Payroll Manager in various payroll and accounting tasks and duties including ensuring the accuracy of payroll-related data, verifying compliance with procedures and internal controls, developing processes and reporting to maintain efficiency and proper payroll practices, and ensuring accuracy of and compliance with established District, state and federal guidelines, policies, practices, and requirements.

This job reports to the Payroll Manager.


Experience: Minimum three years experience required; Payroll experience highly preferred.

Bachelor degree in accounting or related field required.

Criminal Justice Fingerprint/Background Clearance

Maintains Certificates and/or Licenses

Required to work some evenings and weekends.


Essential Functions

  • Assists the Payroll Manager in research, programming and various projects throughout the year for the purpose of adding perspective, clarity and direction to the day to day activities of payroll personnel, increasing the effectiveness of the unit.
  • Comprehends payroll processes and procedures for the purpose of supporting the Payroll Manager with time-sensitive requirements.
  • Fosters a positive and professional work environment for the purpose of delivering outstanding customer service to employees in the areas of pay, benefits, and payroll taxes.
  • Generates and analyzes monthly and annual payroll reports and information to identify discrepancies and exceptions or areas of concern for the purpose of ensuring accuracy of payments and records and adherence to policies and procedures.
  • Listens and communicates effectively and tactfully both orally and in writing, with various audiences for the purpose of understanding various points of view and clarifying best practices in regards to finance and payroll.
  • Monitors and reconciles retirement contributions and deductions according to URS guidelines for the purpose of supporting correct accounting practice and protecting both retirees and the district.
  • Possesses a high level of proficiency in technology systems and has the ability to process or validate data queries for the purpose of solving challenging issues related to payroll questions.
  • Possesses an operating knowledge of and experience with computerized payroll applications and electronic time keeping systems, for the purpose of assisting the district in smoothly transitioning to new programs as the need arises.
  • Posts employee deductions, corrections, and adjustments in payroll accounting system as necessary for the purpose of completing the needed processes to pay employees with accuracy and in a timely manner.
  • Prepares written materials (e.g. reports, manual, procedures, etc.) for the purpose of ensuring compliance and to aid in training and documentation.
  • Processes primary and supplemental payroll payments and corrections for the purpose of accurately paying employees and reflecting district payroll expenditures.
  • Processes payments and fund transfers of payroll-related taxes and benefits for the purpose of accurately reflecting district liabilities.
  • Reconciles payroll, deductions, and vendor accounts for the purpose of assuring accurate payroll contributions and deductions.
  • Researches payroll discrepancies for the purpose of implementing corrective measures.
  • Researches, evaluates, and suggests new methods and techniques for operational improvement of payroll controls and procedures for the purpose of continuing refinement of proper practice.
  • Understands payroll programs (e.g. troubleshooting, program maintenance and updating, etc.) for the purpose of increase the capacity of the work unit to effectively address challenges related to Payroll.
  • Understands the Fair Labor Standards Act and has a general knowledge of wage, hours, and payroll tax laws for the purpose of correctly applying the law to practice within the district.
  • Works under tight timelines with flexibility and effectively deals with sensitive and confidential information and issues for the purpose of completing regular and special projects in a timely manner while protecting employee information.
  • Performs other duties as assigned for the purpose of the effective operation of the work unit and the district.

  • SKILLS are required to perform multiple, highly complex, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: analyzing budgets; analyzing data; auditing financial reports; classifying data and/or information; customer service; estimating required resources; operating standard office equipment; preparing and maintaining accurate records; using pertinent software applications.
  • KNOWLEDGE is required to perform advanced math; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: accounting practices; accounting/bookkeeping principles; codes/laws/rules/regulations/policies; cost/fund accounting; recordkeeping and record retention practices.

Flexibility is required to work with others in a variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Job related experience within a specialized field with increasing levels of responsibility is required. Ability to perform advanced math computations and interpret highly technical information. Work Environment

The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity.
