The position is fast-paced with multiple deadlines. Job output (analysis work) must be brief, factual, efficient, and accurate. Analysis may be presented by high-level leadership at Commission briefings. The position must be able to take a comprehensive approach to division, and agency-wide goals with a concentration on statewide transportation planning.

Performs highly complex professional administrative and policy analysis work. Work involves conducting organizational studies and evaluations, designing systems and developing procedures, conducting work efficiency studies, and preparing operations and procedures manuals to assist management in operating more efficiently and effectively. Work requires extensive contact with high-level executives, managers and governmental agencies. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
- Oversees the analysis of new or proposed legislation or regulations to determine impact on program operations and management.
- Oversees the collection and analysis of data for studies related to the assessment of workload, administrative practices, staff utilization, organizational structure, or space utilization.
- Oversees the coordination of special projects of a non-recurring nature.
- Advises and consults with management on department studies by identifying priorities and defining study scope, purpose, objectives, time frames, and resource requirements.
- Analyzes and evaluates business functions and activities; develops and monitors performance data.
- Develops new or modifies existing administrative programs, policies, or regulations.
- Evaluates statistical data, interprets results, and prepares reports on effectiveness of program activities.
- Monitors, evaluates, and makes recommendations concerning accounting activities and contract-related matters.
- Research and drafts responses to legislative inquiries; prepares testimonies.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education:
- Bachelor's Degree in Business Administration, Management, Communications or related field.
- Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience:
- 5 years experience in business analysis, methods analysis, strategic planning, project management or related function.
- Experience can be satisfied by fulltime or prorated parttime equivalent.
- Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications:
- Valid driver’s license.
Competencies:
- Statistical analysis methodologies and reporting procedures
- Program/project evaluation methods and techniques
- Portfolio, program and project planning, development, and management
- Fiscal planning and management practices
- Contract administration/management systems
- Policy development methodologies and procedures
- Proficient skill with Excel and SharePoint
- Applicable policies and procedures
Physical Requirements and Working Conditions:
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
