About the Position
This position will supervise the West Engineering Program Squad in Golden, blended with both surveying and right-of-way (ROW) plans preparation abilities.
This position will develop the Squad's budget requests, allocate Squad resources, schedule surveying and ROW Plans preparation assignments and oversee the operations of their assigned Squad. The position will do performance planning and evaluate the performance of Squad members and approve Squad members' time sheets. Some surveying and ROW Plans preparation work will be required to be outsourced to consultants because of insufficient Squad resources. In these instances, this position will negotiate consultant contracts and act as the contract administrator providing oversight over consultant performance and insuring quality assurance and quality control for the outsourced surveying/ROW plans preparation activities.
This position is also the central point of contact to insure that surveying/ROW plans functions performed by Local Public Agency (LPA) personnel on projects are completed in compliance with state and federal requirements. The position, along with the other PLS II positions in the Region (4 total positions), serve as a resource for the Region in the surveying and ROW plans specialty areas.
This position, working with the other PLS II positions and the ROW Manager, will coordinate all Region 1 Surveying/ROW Plans projects and allocate Surveying/ROW Plans resources between the four squads as needed to respond to Region 1 priorities.
Major duties and responsibilitiesinclude, but are not limited to:
- Manage, coordinate, and schedule the design, preparation, revision, and completion of ROW plans, plats, and legal descriptions in compliance with applicable guidance, statutes, and practices;
- Supervise and manage the Squad's activities, including developing schedules and budgets for timely and effective completion of the surveying and ROW plans duties for assigned projects;
- Determines when work should be outsourced to other Region 1 Squads or to consultants; coordinate with other Squad supervisors to ensure that work is effectively completed throughout the Region;
- Negotiate task orders for required services from consultants; administer task orders and manage consultant activities;
- Ensure that surveys, ROW plans, and legal descriptions for acquisition parcels are completed as scheduled in full compliance with applicable laws, policies, and procedures; ensures plans, designs, and documentation is digitally filed in a centrally accessible database;
- Serve as consultant and advisor to the Region, Local Public Agencies, and the public, providing guidance on issues relative to the unique processes, procedures, and techniques associated with completing surveys for transportation projects, and completing ROW plans and legal descriptions for properties sought to be acquired for Federal-aid and CDOT compliant transportation projects; interpret applicable laws, rules, regulations, policies and procedures;
- Coordinate with various disciplines on issues related to planning, environmental, survey, appraisal, design, property management, access, and legislation;
- Coach, mentor, and train employees; monitor and evaluate employee performance; approve leave; interview, select, and train new employees; recommend personnel actions such as transfers, promotions, corrective actions, or disciplinary actions;
- Provide guidance and quality control to ensure that LPA projects are in compliance with statutes, regulations, and guidelines; instruct the LPA on State and Federal ROW requirements in instances where the LPA is unfamiliar with such requirements; monitor preparation activities and provide advisory services, guidance documents, and forms developed to meet requirements;
- Review LPA and/or consultant surveys, ROW plans, and legal descriptions to ensure compliance with statutes, regulations, and guidelines;
- Participate on the ROW Management Team, including attending and participating in staff meetings, working with other Management Team members to develop annual ROW Unit work plans, policies, and procedures;
- Work with attorneys and ROW Unit staff to prepare exhibits and provide testimony for instances where acquisitions have been referred the Attorney General's Office for condemnation or relocation determinations have been appealed;
- Other job duties as assigned.
Work Environment:
- Primarily 8:00 am – 5:00 pm work hours, Monday-Friday, Flex schedule permitted
- Approximately 10% spent in the field, 90% spent in the office
- Travel required during work hours throughout Metro Denver/Front Range
- Occasional overnight travel 1-3 times a year throughout Colorado
- Required to operate CDOT vehicles
- Work may be conducted in various weather conditions near high-speed traffic

- Current, valid licensure as a Professional Land Surveyor from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors
- AND at least one year of experience as a licensed Professional Land Surveyor, where the primary purpose of the position was in transportation corridor development and included plan review and oversight. Prior supervisory experience is preferred.
- A current valid driver's license is required for this position as it requires operating a state or personal motor vehicle to perform one or more essential functions of the position.
The Exceptional Applicant will be an experienced Professional Land Surveyor and will possess the proven ability or accomplishment in the following:
- 3 years CDOT or CDOT Related Work Experience (at ROW Plan Preparation Level) and Some Supervisory Preferred
- Demonstrated success with the duties listed in the Description of the Job section;
- Highest work/personal ethics and integrity;
- Comprehensive knowledge and experience in Land Surveying and right of way plans preparation;
- Experience in plan review and current survey technologies;
- Ability to estimate project hours and cost associated with contracts;
- Ability to supervise and direct land surveying staff associated with field and office duties;
- Knowledge of the CDOT Survey Manual and CDOT ROW Manual;
- Leadership and vision across multidisciplinary groups;
- Proven ability to manage multiple assignments, priorities, and projects in a demanding environment;
- Ability to work under tight deadlines and be adaptable to changing assignments;
- Ability to take initiative to solve problems in an innovative manner;
- Ability to partner with public and private organizations, special interest groups, elected and appointed officials, in situations which may be politically sensitive;
- Ability to work with general public, professional, consultants, and staff, with sensitivity to their needs, priorities, promises made and commitments;
- Ability to negotiate mutually acceptable solutions and build consensus through give and take;
- Effective interpersonal and relationship building skills;
- Experience supervising survey and support staff;
- Strong time and project management skills, including prioritization and multi-tasking ability;
- Excellent reasoning, investigative, analytical, and problem solving ability;
- Excellent facilitation, presentation, and communication skills, both written and oral;
- Strong attention to technical detail and accuracy;
- Passion for safety;
- Ability to work effectively in both independent and team situations;
- Fluency in Microsoft Office Suite (Word, Excel, Access), Gmail, SAP, ProjectWise, MicroStation, InRoads, and the ability to quickly learn other software systems.
