Job Duties
Under general direction of the Chief Technology Officer (CTO), the Information Technology Manager I (ITM I), is responsible for HCD’s IT Infrastructure and Platform operations. The ITM I has full management responsibility for the analysis, design, procurement, implementation, maintenance, and operation of secure, reliable, and highly available computing infrastructure for HCD. The incumbent is responsible for organizing, planning, coordinating, directing, and controlling all activities associated with the day-to-day IT operations of servers, storage, virtualization and containerization technologies, operating systems, database platforms, middleware, web and application server platforms, monitoring and support tools, information security tools, office automation and collaboration tools, and communication networks in a hybrid cloud computing environment. This position will provide services from IT domains of System Engineering, Information Security Engineering, and Information Technology Project Management.

- Knowledge of IT project management practices and techniques
Essential Functions
Infrastructure Operations: Manage staff in the planning, analysis, design, development, and maintenance of technology solutions on existing and target infrastructures. Plan, and implement major network, server and storage initiatives and proactively manage technology upgrades for HCD. Provide technical leadership for developing, maintaining, and following established processes and procedures for system monitoring, monthly scheduled maintenance, incident management, change management and configuration management. Coordinate and ensure effective operations of hybrid cloud environments in compliance with state’s IT policies, standards, and guidelines. Perform IT asset analysis to evaluate and plan for future departmental needs.
Platform Support Services: Directly supervise the architecture, design, implementation, and maintenance of database platforms, middleware, web and application server platforms, Office and collaboration tools to best align technology solutions with business strategies. Support the implementation of the departments’ cloud-first policy to simplify and optimize the technology infrastructure. Establish hardware/software installation procedures, migration/conversion procedures, backup/recovery plans and procedures and disaster recovery plans and procedures. Collaborate with the Information Security team to implement information security tools to resolve security vulnerabilities and to maintain current and supported technologies.
Personnel Management: Manage various levels of IT supervisors and IT specialists supporting the department’s new and legacy systems and applications. Assign, monitor and control the workload of staff. Manage the recruitment, training, development, and retention of staff supporting the HCD which includes evaluating staff resources, establishing, and implementing performance standards and expectations by executing Probation and Annual Performance reviews and Development Plans, and providing training opportunities needed for staff. Plan resources and contracts in Infrastructure and Platform Operations.
Meet as appropriate with other ITB managers and the CIO to share information. Conduct periodic meetings to keep staff apprised of unit, section, branch, and departmental updates. Perform other related duties, as assigned, to ensure efficient and effective achievement of organization’s goals and objectives.

Pay: $8,591.00 - $11,512.00 per month
