Duties and Responsibilities:

  • Draft the annual instructions for the HRR in consultation with geographic and functional bureaus, as well as offices on the 7th floor of the Department; do the same for the AFDR

  • Coordinate with DRL's Regional Office Directors so that the work of their employees includes in an efficient manner the editing of the HRRs

  • Work with DRL senior management to ensure that the Bureau's human rights priorities are reflected in the reports

  • Will assist in heading a multi-year task force to seek ways to streamline the human rights report


Qualifications

Minimum Qualifications:

Education

  • College education is preferred

Qualifications

  • Experience with DRL HRR reports

  • Ten (10) years or more work experience on fragile states, political transitions, conflict prevention, political risk assessment, political economic analysis, state building, governance, and human rights.

  • Experience teaching, coaching, and mentoring professionals

  • Ability to solve problems and encourage consistent, solid performance.

  • Proficiency in qualitative and quantitative research methods.

  • English language (written and spoken) communications skills.

  • Ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment.

  • Strong organizational, communication, interpersonal, and computer skills.

  • Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision.

  • Active Secret Clearance
