JOB SUMMARY:
Under direct management of the HR Director and in partnership with the HR Team, the HR Manager develops and implements HR strategies and initiatives aligned with the overall organizational vision and goals. Provide decision support through HR metrics with a focus on HR compliance, Manager/Staff Education and Training, Workers Compensation, OSHA/Safety/Ergonomics, and HR policies and practices. Provides management support in the administration of CSVS HR function and operating needs of the organization. Monitors systems, tactics, and procedures across the organization to ensure compliance while nurturing a positive work environment. Assess training needs to develop and facilitate programs. Utilizes available system and generates reports in support of HR priorities and initiatives. Promote equity, fair treatment, and plays a key role to ensure compliance with state and federal employment laws. Proactively engages in issue/problem identification and resolution development of HR process and system enhancements. Builds credible relationships with staff and management toward overall organizational effectiveness. Involved in solving complex HR-related and compliance issues. Works independently with minimal guidance. Shares knowledge, continuously develop HR acumen and technology skills to support the changing needs of the organization. Serves a back-up in the absence of HR Director.
KEY RESPONSIBILITIES:
- Key role in ensuring HR operations is performed in compliance with state and federal laws, including identifying policy and practice needs and creating and communication metrics to help track compliance and ongoing compliance audits.
- Provide ongoing HR legal updates and maintain calendar for HR compliance reporting requirements to help mitigate risks and penalties for the organizations.
- Maintain predictable and emerging HR compliance deadlines to ensure reporting such as, EEO-1, OSHA form 300, EDD, required posting to include partnership on Benefits and Payroll related reports - ACA, PCORI, and HIPPA, etc.
- Ensures maintenance of physical and digital files in compliance with state and federal requirements.
- Partners and coordinates with key CSVS team members within the organization to ensure HRs alignment with the Joint Commission, Health Resources and Services Administration (HRSA), and all federal and state regulations.
- Plays a key role in the development and administration of employee programs (ex., Safety, Risk Mitigation, COVID Vaccines, FMLA/CFRA, PDL, etc.) and analysis.
- Develop, implement, and facilitate staff and management trainings and programs aligned with state and federal requirements, in addition to other training needs (some trainings may be outsourced where necessary).
- Maintain current database and file of curriculum, training, certification records for staff and providers.
- Examine workers compensation claims in partnership with HR Director and HR team for processing.
- Interact with injured workers to ensure understanding of workers compensation process and requirements. Generates requested workers compensation reports.
- Participates as an active member of the safety team to evaluate and initiate programs and processes for employee safety training.
- Assists to ensure HR policies are administered fairly and consistently.
- Ensure the timely and accurate filing of reports.
- Initiates, coordinates, and performs file audits.
- Create official internal documents and distribute communications to staff and management.
- Proactively participate, as needed, in HR Generalist duties, project management, initiatives, and activities (i.e., performance management, change management, job description development, etc.).
- Performs administrative functions as needed.
- Engages with outside vendors and agencies.
- All other duties as requested.
PROFESSIONAL REQUIREMENTS:
- Bachelor's degree in Human Resources, Business, or related field or equivalent experience.
- 5+years HR Generalist experience.
- 2+years HR Management experience.
- HRIS system application experience.
- Certification for Human Resource Professionals (PHR, SPHR) preferred.
- Strong knowledge and experience in local, CA state and Federal employment regulations and compliance.
- Proven abilities regarding staff/management education and training cycle (assess needs, plan, develop, coordinate, and facilitate).
- Strong PC skills and MS Office skills.
- Strong Detail, Organizational and Records/Data management skills.
- Knowledge and experience in reviewing and analyzing workers compensation claims.
- Ability to communicate orally and in writing in a clear manner with all levels of staff and management.
- Ability to deal with the public in a professional manner.
- Ability to maintain confidentiality of information.
- Ability to make decisions and solve problems while working under pressure.
- Ability to prioritize and organize effectively.
- Ability to show judgment and initiative and to accomplish job duties in a timely manner.
- Ability to work independently.
