JOB DESCRIPTION
POSITION TITLE: Human Resources Director
LOCATION: Central Office - Talladega
WORKING HOURS: 8:00 a.m. – 4:30 p.m. and as needed
Monday – Friday
TERM OF EMPLOYMENT: At Will Employee
RESPONSIBLE TO: Executive Director
EVALUATED BY: Executive Director
STATUS: Exempt
NARRATIVE JOB SUMMARIES: Reporting to the Executive Director and working in coordination with the other members of the executive leadership team, the Human Resources Director will be a key business partner leading and creating initiatives, systems, and best practices to recruit, develop and train a diverse and high-performing workforce. The HR Director will build upon TCR’s culture across all sites, supporting effective advancement of the overall business plan and strategic direction of the company. The HR Director will be a hands-on leader who enhances the organization through the implementation of best practices in progressive Human Resource policies and programs. This includes developing, implementing, and monitoring company strategies, policies, procedures, compensation and benefit plans, and employee relations programs to support the business needs of the company and ensure fair and equitable treatment of employees in compliance with applicable federal and state laws.
SPECIFIC RESPONSIBILITIES:
Policies and Procedures * Develops policies and procedures as they relate to changes in law or specific
program guidelines or as directed.
- Maintains, distributes, and trains staff on policies and procedures.
- Recommends actions on violation of policies and procedures and/or Head Start Performance Standards.
- Monitors and implements applicable human resource, federal and state requirements and maintaining records pertaining to all personnel matters.
- Represents corporation at hearings (unemployment, work comp).
- Consults with legal representation, as necessary.
- Reviews professional publications.
- Assists employees with questions or concerns about policies and procedures.
- Maintains knowledge of industry trends.
- Works directly with division directors to assist them in carrying out their responsibilities on personnel matters.
- Develops and maintains personnel system that meets the ongoing needs of the corporation.
- Ensures that applicants and employees have the proper qualifications for the position.
- Ensures that all required certifications, and other required documentation are current on all employees.
- Recommends, evaluates, and participates in staff development for the organization.
Benefits/Retirement * Reviews Benefit package for compliance.
- Coordinate open enrollment with Third Party Benefits Group.
- Notifies staff of changes.
- Assists employees by answering questions related to benefits and claims.
- Ensure benefit billings balance against employee deductions.
- Completes all necessary claims related to benefits.
- Submits employee and employer retirement contributions in a timely manner.
- Prepares yearly retirement census report and submits in a timely manner.
- Works with auditor for yearly retirement plan audit.
- Provide employees with all retirement plan related documents when necessary.
General * Oversees the daily workflow of the HR Department.
- Ensure that a new hire orientation process is maintained.
- Plans, develops, and implements policies, processes to support the corporation.
- Train other staff in the HR Department to carry out duties of the HR Director in their absence.
- Build and maintain positive relationships.
- Ability to adapt to the needs of the corporation and the staff.
- Is absent from work only when necessary.
- Attends and participates in required staff training.
- Participates on committees and special projects and seeks additional responsibilities.
- Accepts constructive criticism and offers constructive criticism.
- Able to prioritize and manage multiple tasks.
- Ability to take initiative on tasks and work independently.
- Demonstrates control in difficult or unusual circumstances.
- Possesses a valid driver’s license and maintains automobile liability insurance and provides proof thereof.
- Maintains confidentiality of all programmatic and/or personnel actions.
- Adheres to corporation Personnel Policies and Procedures manual.
- Maintains necessary documentation of all functions.
- Must be available to travel as needed.
- Performs all other duties as assigned.
EDUCATIONAL AND EXPERIENCE REQUIREMENTS: Bachelor’s Degree, preferably in Human Resource Management, Business Administration, or related field with minimum of five years in administering human resources. (An official transcript is required)

Must demonstrate organizational skills and be detailed oriented.
Excellent time management skills with the ability to meet deadlines.
Must have strong analytical and problem-solving skills.
Must have strong decision-making skills.
Must have strong leadership skills as well as strong verbal and written communication skills.
Understands the need for preserving confidentiality of employee information.
Experience in working with benefits and retirement/investment services.
Proficient with Microsoft Office, particularly Excel.
Good attendance is required.
Must maintain confidentiality of information regarding children and families.
Must be able to sit for prolonged periods of time while performing tasks.
PREFERRED SKILLS: Certification – either PHR/SPHR/SHRM; Kronos Workforce Ready experience; Experience working with a not-for-profit agency.
Job Type: Full-time
Pay: $25.00 - $30.00 per hour
