HR ASSISTANT Job at City of Hobbs
Makes contact with the public and employees related to the application process or personnel issues, either in person, by phone or by e-mail. Screens questions and provides answers regarding these matters or routes to the appropriate person.
- Administers skills tests as needed and routes application to the proper department.
- Performs various data entry which may include, but is not limited to: applicant flow, training, recognition, personnel actions, drug screen results, immunization records, accident reporting, FMLA tracking, and benefits.
- Sets up files for all new hire personnel and finalizes files for separated employees.
- Scans all timesheets, personnel documents and applications in an accurate and timely manner.
- Purges office files and prepares material for permanent storage and/or document destruction in accordance with retention schedule.
- Assists the HR Specialist(s), HR Benefits and Safety Coordinator(s), Assistant HR Director, and HR Director with other projects and duties as assigned.
- Takes pictures of new and retired employees, prints ID's, imports pictures into the personnel database.
- Travels to and attends various job fairs and trainings.
- Evening and weekend hours required during peak periods and for special events.
May serve on various employee committees, as required and assigned.

This position is subject to the City of Hobbs’ Drug and Alcohol Testing Policy which includes one or more of the following: pre-employment testing, post accident testing, random testing, reasonable suspicion testing, return to duty testing and follow-up testing.
MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE
Graduation from high school or GED equivalent required. One (1) year of clerical experience required. Three (3) years customer service experience preferred. Bi-lingual (Spanish) highly desired.
KNOWLEDGE, SKILLS, AND ABILITIES LICENSING AND CERTIFICATIONS
- Knowledge of basic computer operations and ability to learn associated personnel software (MUNIS and Neo Gov).
- Proficient in the use of Microsoft Office suite including PowerPoint, Word, Excel and Outlook.
- Ability to learn state and federal laws and regulations related to FLSA, FMLA, ADA, ADAA, COBRA, Title VII, Worker's Compensation, etc.
- Ability to learn personnel rules, regulations and resolutions.
- Ability to effectively communicate orally and in writing.
- Ability to work independently and to complete daily activities according to work schedule with minimal supervision.
- Ability to deal courteously, tactfully and cooperatively with the public, including those who may be angry, hostile or verbally aggressive.
- Ability to perform duties with a high degree of attention to detail with a high degree of accuracy.
- Ability to maintain a high level of confidentiality.
- Ability to establish and maintain effective working relationships with personnel staff, City employees, applicants, department/division heads, elected officials, retirees, medical professionals, third party vendors and the general public.
LICENSING AND CERTIFICATIONS
- Valid state issued driver’s license required.
