ESSENTIAL FUNCTIONS:
Inspects single and multi-family dwellings to determine rehabilitation needs, cost estimates, and insure work is completed according to specifications.
Mediates settlements with homeowners, developers, and contractors
Implements programs in compliance with local policies and funding source requirements

Examples of Duties

Inspects residential structures to determine rehabilitative work required to correct property rehabilitation standards or code deficiencies as well as other rehabilitation projects
Develops work specifications and cost estimates required for competitive bidding for rehabilitative work on residential structures
Coordinates competitive bid process for the rehabilitation work
Inspects construction of rehabilitation projects for compliance with workmanship standards, specifications, codes, property rehabilitation standards, contract conditions, and progress payment disbursements
Reviews work specifications and provides technical assistance to property owners, developers, contractors and building inspectors as needed
Reviews contractor pay requests
Performs HQS and other related inspections as required for oversight of Departmental programs
Evaluates change order requests to insure validity of request and cost.
Interprets lead inspection reports to ensure adequate remediation methods to achieve lead-safe housing
Maintains records and files
Discusses and coordinates housing rehabilitation inspections with governmental agencies, contractors, community groups and the public to resolve housing code violations and problems
Performs neighborhood surveys and inspections to determine future housing rehabilitation target areas
Provides technical assistance and instruction concerning housing rehabilitation, property standards, and state and local building codes, ordinances, regulations and procedures
Prepares reports, compiles evidence should legal action be taken and testifies in court
Performs related work

Minimum Requirements

Associate's degree
Construction
Engineering
Building Science
Related field

WORK EXPERIENCE
Two years of building construction, residential maintenance, general contractor, construction plan review, residential housing development, housing rehabilitation experience or cost estimating.

EQUIVALENCY
Certificate from a two year vocational program in residential construction or construction management or certification as Level 1 Building Inspector
An equivalent combination of education and experience may be substituted

OTHER MINIMUM REQUIREMENTS
Must wear safety equipment as mandated by OSHA
Must provide one's own source of transportation
Must meet training requirements as determined by current C/U contract.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
Meets regular and punctual attendance standards and any special needs of the position as determined by management, including mandatory overtime and performing related work
Active work that involves walking or standing, lifting, climbing ladders and scaffolding, and crawling under buildings and attic spaces
