Job Description: The Senior Health Care Consultant will provide strategy, policy, subject matter expertise, interagency coordination (to include Department of Defense [DoD] and Department of Veterans Affairs [VA]), and program integration support to the DoD Hearing Center of Excellence (HCE) and Defense Health Agency (DHA) leadership. The candidate will collaborate and coordinate with allied departments, centers of excellence, academic and industry leaders, research and development organizations, and DoD and VA senior leaders regarding initiatives focused on prevention, diagnosis, mitigation, treatment, and rehabilitation of hearing loss and auditory/vestibular health to achieve HCE's requirements. The Senior Health Care Consultant/SME will have demonstrated expertise in auditory-vestibular clinical care, prevention of hearing loss, hearing readiness, research regarding hearing and balance health and associated co-morbidities, and health registry matters. The candidate will be knowledgeable about multi-faceted health care organizations and their stakeholders

Responsibilities:

• Provide consultation and recommendations to HCE leadership in support of HCE requirements on matters of national and international significance

• Develop high-level reports and briefings and lead special projects with cross-functional teams in support of HCE leadership requirements

• Coordinate and collaborate with various other health care and research professionals in academia, industry, and government to achieve HCE requirements

• Conducts Needs and Gaps Assessments: uses a systematic process to actively monitor research developments, clinical best practices, and operational requirements to identify and prioritize evolving needs, emerging solutions, and current gaps.

• Provide analysis and evaluation of current and proposed joint DoD and VA programs for hearing loss and auditory-vestibular system injuries and disorders. Includes development of plans, procedures, and recommendations to ensure efficient function of these programs related to the continuum of care for Service members and Veterans

• Assist in ensuring that required hearing and balance health capabilities and associated gaps are analytically supported and that solutions are properly coordinated, synchronized, and integrated within HCE and in support of HCE stakeholders and customers

• Routinely collect, document, and analyze information, activities and engagements related to client's pursuit of better outcomes

• Contributes to Dissemination activities: using existing data sources, assist HCE's translational science teams to define target audiences, and carefully select communication channels

• Contributes to Implementation activities: using existing data sources, assist HCE's translational science teams to plan integration plans to insert a knowledge solution into clinical and/or operational practice. Planning that is tailored to the local environment and uses a phased approach to allow for the refinement of procedures on a systemic and local level

• Responsible for development and execution of comprehensive Evaluation and Monitoring plans to determine the effectiveness and impact of knowledge or technology solutions; these activities will occur throughout research, development and translation lifecycles and will include feedback loops to ensure continuous improvement

• Evaluate the cost effectiveness of projects and identifying opportunities for replication or redirection of programming based on new areas of need

• Lead the development of congressional-level and other high-level briefings and reports in support of HCE leadership requirements

• Identifying and incorporating existing best practices of the translational sciences and lessons learned from relevant federal agencies and academic institutions

• Advises on the feasibility of new technologies and potential new initiatives for prevention, treatment, and evaluation of hearing and balance disorders

• Contributes to internal and partnership-developed knowledge products and state-of-the-science analyses through authorship, co-authorship, editing, review, and publication

• Help develop an outreach program that fosters worldwide DoD awareness of the HCE mission to generate participation in collaboration to improve hearing protection and noise reduction globally. Contractor will coach and mentor Branch Chiefs in the areas of strategic communications, organizational clarity, and results/outcomes-based messaging.

• Develop, conduct, evaluate and report on quality improvement and process improvement activities to improve hearing health education, hearing conservation, audiology, and otolaryngology clinical career

• Perform technical and scientific reviews of research/knowledge products that were developed in or collaborated on by the Hearing Center of Excellence.

• Assist in ensuring that required hearing and balance health capabilities and associated gaps are analytically supported and that solutions are properly coordinated, synchronized, and integrated within HCE and in support of HCE stakeholders and customers.

• Other duties as assigned

Support change management requirements to facilitate DHA, J-9, and HCE organizational transformation efforts. This effort requires carefully negotiated and diplomatic leadership; an intimate knowledge of DoD decision-making systems, i.e., the Budgeting and Execution (PPBE) Process, the Joint Capabilities Integration. Development System (JCIDS), and the Defense Acquisition System (DAS); and exceptional interpersonal skills. Contractor must be comfortable interacting and briefing General Officers and Senior Executive Service leaders. Help DHA identify and document interdependencies and help design critical organizational and process interlocks to ensure seamless support to the DoD and VA

Requirements:

Candidates that do not meet the required qualifications will not be considered.

• Extensive experience in (1) advising, developing, and executing strategic directions for organizations, (2) developing policy and legislation, (3) supporting the highest level of senior leadership within Executive and Legislative branches of government and private organizations, and (4) working with complex and interagency organizations/teams to achieve their goals and objectives.

• Knowledge of and ability to effectively communicate existing federal agency policies and regulations for the development of strategies and priorities for a collaborative interagency program.

• Knowledge and skills in senior leadership and policy decision making regarding performance management, strategic planning, and priority-setting that is consistent with organizational goals and objectives

• Extensive experience (25+ years) in the biological sciences and clinical care, leadership of health care organizations, policy development, government relations, government contracting/acquisition regulations, and interagency collaboration

• Record of a high degree of leadership

• Experience working with the DoD (to include the Services), Defense Health Agency, a DoD Center of Excellence, VA, and Congress

• Extensive experience preparing high level reports, briefings, and strategic communications for organizational senior leaders

• Experience in program integration

• Record of serving on national and agency professional advisory boards and panels

• Experience in leading/supporting organizations in their change management efforts as organizations transformed

• Candidates must have a master's or doctoral degree in a medical field (e.g., nursing, medicine, allied health) or healthcare administration (e.g., MHA, MBA).

• 12+ years of experience in health care leadership roles, with a strong preference for candidates with at least five years of prior executive level experience (e.g., CEO, COO, CMO, CNO) in industry that might include at the hospital or hospital system level

• Analytical skills and ability to review data and make fact-based recommendations

• Demonstrated communications skills (persuasive written, oral, and presentation skills)

• Demonstrated experience in leading multiple diverse and complex initiatives in an ambiguous environment with rapidly changing priorities

• Ability to travel when needed

• Must be proficient in Microsoft Office products (MS Word, MS Excel, MS Outlook, MS PowerPoint, and MS Teams).

• Must have excellent communication, problem solving, and customer service skills. Must be able to work autonomously and collaboratively with small teams.

Preferred Qualifications

• Project Management Professional (PMP) certification

• Prosci® Change Management certification

• Lean and/or Six Sigma certification

• Prior executive coaching or consulting experience

• Certifications in project management and government contracting

• Record of publications in peer-reviewed journals.

• PhD or clinical degree in a biological science discipline with a focus or experience with audiology and auditory science

• Experience preparing for congressional engagements and testimonies with organizational senior leaders
