The City of Somerville is addressing a vital and urgent need to improve the quality of its aging infrastructure. Whether horizontal – stormwater, sewer, water service – or vertical – buildings – the city is poised to make significant investments to improve service to constituents, provide quality space for users of our buildings, and meet our climate goals (to name a few). In 2020, the City open a new High School, and will continue to bring new/substantially renovated buildings online over the next decade including a new public safety building, fire stations, and municipal office space.

Statement of Duties:

The Capital Projects team is bringing online technologically advanced buildings in the City with future buildings being NetZero ready. As is the case with similar sustainable buildings, operations and maintenance will be substantially more complex for these green buildings than for any of our other buildings, requiring not only knowledge of the mechanical systems, but also how occupant behaviors impact those systems. To protect the City’s investment and ensure proper functioning of the energy-efficient systems, the Green Building Manager position will oversee the transition from Capital Projects to DPW during the warranty period including maintenance contracts, correctly respond to 311 requests, and generate work plans for DPW’s routine operations and custodial activities.

Essential Functions:

  • Recommends and supports the DPW in fulfilling building assignments and monitoring building conditions and operations.
  • In collaboration with DPW, supervises vendors performing work on assigned buildings, and, if necessary, reports back to contract holder.
  • Maintains a copy of key documents related to building systems such as commissioning documents and testing and balancing reports.
  • Develops and monitors a feedback system with High School Administration/Principal regarding overall safety, security, and operational conditions of the building.
  • In collaboration with DPW, monitors and coaches custodial/maintenance services and provides appropriate feedback/communications as needed.
  • Performs daily monitoring of the Building Management System (BMS) to ensure all building systems are operating safely and within specified parameters and brings any concerns forward.
  • Performs daily visual inspections of key mechanical systems, roofs, and egress locations within the high school complex and reports any issues as needed to ensure continuity of school operations.
  • Conducts periodic inspections, at least once a month, of assigned facilities to ensure proper fire and life safety procedures including inspecting the building and works with local public safety on periodic drills, fire alarm activations, and trainings as needed.
  • Periodically check-ins with Food Service, Culinary, Vocational to ensure all equipment and associated spaces are performing as designed.
  • Assists with implementing and supervising a program of preventive and routine maintenance that includes assigned building’s HVAC systems, plumbing systems, lighting controls, electrical systems, security systems, fire protection systems, elevators, lifts, generators, fixed sports equipment, grounds, athletic fields, school playground, kitchen equipment, pool systems, and any other equipment and systems that need periodic maintenance or repairs.
  • Serves as point of contact in building alarm response.
  • Prioritizes, and recommends maintenance projects for the school and works with the city’s preventive maintenance and controls vendor for annual and quarterly maintenance activities to ensure system reliability
  • In coordination, assists with state required inspections, i.e., elevator, boilers, backflow preventers.
  • Provides and/or coordinates orientation training programs for other staff as needed
  • Thinks critically about the assigned buildings including identifying risks, problem solving, researching and implementing best practices, etc.
  • Exhibit judgment and ingenuity to develop new or adapt existing methods and approaches for accomplishing objectives or to deal with new or unusual requirements within the limits of the guidelines or policies.

Recommended Minimum Qualifications:

Education and Experience: High School Diploma degree and ten (10) years of experience in General Building Supervision, including five (5) years of experience in maintenance supervision related to custodial, electrical, mechanical, carpentry, HVAC, boiler systems, building automated and building management systems. Knowledge of Sustainable Building Maintenance and Operations practices and geo-thermal systems a plus. Custodial services experience a plus. Five (5) years experience working with a preventive maintenance/work order system (CMMS) a plus. Coordinating the implementation or updating of a new building & automated control systems is advantageous. Certification in any of the following is desired: Certified Energy Manager (CEM) from the Association of Energy Engineers; Building Operator Certification (BOC) from Northwest Energy Efficiency Council.

Special Requirements:

  • Valid Massachusetts Driver’s License required.

Knowledge, Abilities and Skill:

  • Knowledge: Knowledge and ability to understand construction documents, demonstrate techniques of using maintenance tools, repairing machinery, ability to operate computerized related systems and ability to formulate a computerized preventive maintenance program and Asset management. Demonstrated expertise working with computers and knowledge of Windows 10 and Microsoft Office programs (e.g., Excel, Word, Power Point, et.al. Understanding of standard calculations and reporting for greenhouse gas emissions, energy use, and life cycle costing/ECM analysis.
  • Abilities: Ability to establish and maintain effective working relationships with staff developers, contractors and trades personnel; ability to develop innovative, cost-effective programs to monitor construction projects; ability to prepare and administer budgets.
  • Skill: Demonstrate effectiveness of communication between the Building & Grounds Department and various Department Heads, Principals, staff and teachers. Supervisory skills demonstrate the ability to direct and secure the cooperation of the maintenance and custodial staff. Strong written and oral communication skills for clear, concise, and effective interaction with all concerned parties related to Facilities Department matters related to maintenance & custodial services.


Work Environment:

The work environment involves everyday discomforts typical of offices, with occasional exposure to outside elements. Noise or physical surroundings may be distracting, but conditions are generally not unpleasant. Employee may be required to work beyond normal business hours in response to attend evening meetings or complete work assignments. Often work in at construction locations. Work is performed both inside and outside and the incumbent may be subjected to loud noise and exposure to extremes of heat and cold temperatures and inclement weather. Incumbent is required to traverse uneven terrain, may be required to bend or stoop and is subject to one or more hazards such as those associated with working near heavy equipment, mechanical and electrical systems. Work environment will be moderately noisy and at times very loud due to students and staff traveling through corridors, as well as work areas such as boiler rooms.

The work is mutually mental and physical requiring an intellectual nature. While performing the functions of this job, the employee is required to stand, walk, sit, talk and hear for extended periods. The incumbent is required to lift and carry equipment and supplies weighing up to 50 pounds.

Motor Skills:
Frequently required use hands to finger, handle, or feel objects, tools, or controls; reaches with hands and arms, crawls and climbs. Incumbent must be able to hear normal sounds, distinguish sound as voice and communicate through human speech. This position requires the ability to operate a keyboard and calculator at efficient speed.

Visual Skills:
Specific vision abilities required include close and medium distance vision and the ability to adjust focus.
