GIS Coordinator Job at City of Puyallup
The successful candidate will perform technical geographic information system work for the City under the general direction of the Information Technology Director. The incumbent performs a full range of GIS administration, development and application tasks, including GIS data and mapping standards within the city; administering GIS enterprise databases, integrating GIS data into 3rd party software, and serving as the City lead for the creation of authoritative data, maps and applications. He/she will work independently to apply established guidelines and alternatives to make standard judgments and decisions. Work involves working cooperatively with City staff to support client projects and business needs.
The City of Puyallup is situated at the foot of Mount Rainier, just east of Tacoma and about 45 minutes south of Seattle. - Create, input, edit and rectify authoritative GIS spatial, attribute and tabular data according to city and ESRI industry standards, including but not limited to urban and regional planning, land use and zoning, transportation, parks and recreation, solid waste management, water and land resources, and emergency response;
- Lead development and deployment of products and services for stakeholders using the online capabilities of ArcGIS, particularly ArcGIS Online, ArcGIS Enterprise, and Web Apps;
- Prepare and maintain records and documentation related to geodatabase development and applications;
- Distribute data and maintain map gallery and Public GIS Portal;
- Assist departments and divisions in defining, prioritizing, developing and implementing GIS related projects including creation of geodatabases and maps;
- Provide technical guidance, training and support to assist users, departmental staff City-wide and other agency departments on GIS systems, applications and procedures; act in technical and procedural capacity on behalf of the GIS Users Committee;
- Provide technical guidance and support to assist users with GIS data requests made by the public and consultants regarding the City's GIS databases;
- Serve as the City's primary GIS contact and liaison to Pierce County GIS, performing all associated duties;
- Regional Emergency Operations Center GIS lead; GIS data management and creation, application development, respond to emergencies, participate in exercises, and train staff in use of GIS related to emergency response;
- May mentor and supervise GIS interns;
- Attend and participate in professional organizations; stay current of new trends and innovations in the GIS field;
- Perform all related GIS and mapping functions as necessary to accommodate City of Puyallup GIS and IT goals; and
- Performs other duties as assigned.
Knowledge of:
- Cartographic principles and design including digitizing data;
- Principles and practices of GIS theory, data development, implementation and maintenance of GIS systems;
- ArcGIS Online application creation and data management;
- ESRI Enterprise and its suite of products;
- ArcGIS Desktop software;
- Reading and interpreting maps, property legal descriptions, lot survey field notes and a variety of other planning documents;
- Proficient operation of database, spreadsheet and word processing software; and
- Basic knowledge of SQL Database query and Python/Arcade.
Ability to:
- Manage, maintain and distribute imagery and other raster data.
- Efficiently plan and organize work, and document workflows and processes;
- Understand and apply cartographic principals and design including digitizing data with accuracy and control;
- Conduct research and data collection of GIS data and keep base maps up to date;
- Prepare displays and exhibits for meetings and events using aerial photos, computer generated text, ArcGIS and other techniques;
- Analyze GIS-related software, research and recommend GIS related software to meet the needs of the City;
- Communicate clearly and concisely, verbally and in writing;
- Provide strong customer service, interacting with the public in a courteous and tactful manner;
- Exercise good judgment in determining when issues require involvement of supervisor;
- Supervise, plan, direct and evaluate the work of subordinates;
- Work under pressure and meet established deadlines;
- Establish and maintain positive, effective working relationships with those contacted in the performance of work;
- Safely operate motor vehicle when attending meetings and work sites; and
- Maintain regular, reliable and punctual attendance.
Education and Experience:
Bachelor's degree in GIS, Planning, Geography, Environmental Studies, Engineering (or related) and two years of GIS work experience; or an Associate's degree plus certification from a GIS program and four years of GIS work experience; or a combination of education, experience, and training that indicates the ability to successfully perform the essential functions of the position listed above.
Desirable Qualification:
GISP certification.
Special Qualifications:
Possession of or the ability to obtain, and maintain throughout employment, a valid Washington State driver's license.
SELECTION PROCESS

Hours of Work– Normal work hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., with one (1) hour lunch. Occasional meetings may be scheduled outside normal business hours. The City supports a telework policy that allows employees to work remote up to two days per week.

Paid Leave: Regular, full-time, unaffiliated City employees receive 8 hours of sick leave per month and 12 holidays per year, and vacation days are earned at the rate designated by Policy 2.7.3, Vacation Accrual and Use, of the Administrative Policies and Procedures of the City of Puyallup. Vacation, sick leave, and holiday leave are prorated for regular, part-time employees.
