FOIA Analyst (FOIAXpress Experience Required) Job at MicroHealth, LLC
MicroHealth is seeking FOIA Analyst to support our client in Washington, D.C.
Position Overview:
Our team is seeking a FOIA analyst with experience working in the FOIA field in providing support to, or working directly for, a Government Agency. The FOIA Analyst shall demonstrate a working understanding of Exemptions 1-7 and have experience completing FOIA work in the FOIAXpress software system.
Duties may include:
- Answer telephone calls from FOIA requestors to aid in submitting FOIA requests along
with status updates on existing requests - Apply highlighted FOIA/PA redactions to exempt material contained within the
records using FOIAXpress, Adobe’s redaction tools, or any other system identified by
the Government - Answer incoming FOIA requestor e-mail questions in the Treasury FOIA e-mail box
- Verify that the FOIA request is complete and work with the applicable program office
Point of Contact(s) (POC) to ensure that a reasonable search can be conducted based on
the description of the records provided by the requestor - Review the request to determine whether or not the subject has provided verification of
identity under 6 C.F.R § 5.21(d) of the Privacy Act and consent as it relates to first and
third-party access to records - Communicate with the requestor to perfect the request, ensuring that all required
information is obtained from the FOIA requester - Enter specific information from the request into FOIAXpress
- Adjudicate requests for fee waivers and expedited processing (when identified in the
request) - Acknowledge the request by creating and transmitting written or electronic
correspondence. This may involve modifying the standard response letter with the
applicable content. - Assign search tasker requests to program office record custodians through the
FOIAXpress “Request for Documents” feature - Provide program office support by conducting record searches by identifying record
custodians, identifying search parameters to include search terms and date ranges,
collecting potentially responsive records from various offices, conducting
responsiveness reviews of e-mail PST files, and preparing search responses to be
submitted to the FOIA office. - Close search tasker requests in FOIAXpress and upload potentially responsive records
to the designated electronic file repository - Assign the request to the appropriate analyst and/or Treasury FOIA program
- Upload all relevant documentation to the FOIAXpress “Correspondence Log”
- Routinely update the FOIAXpress “Notes” with information surrounding the request
- Review the incoming FOIA request and case notes within one business day of
assignment to verify that the request is ready for processing and to identify where in
the queue the request shall be processed. If the request is not ready for processing
then the analyst will work with the Government to ensure that the request is complete
and available for analyst review. - Review records produced through a records search in their native file format for
responsiveness - Prepare and upload responsive records to the FOIAXpress system for redaction
- Coordinate any referrals and/or consultations with internal/external government
bureaus or agencies - Prepare final response letters and other administrative correspondence. This may
involve modifying the standard response letter with the applicable content. - Coordinate legal sufficiency and program office sensitivity reviews of the proposed
redactions with the Office of the General Counsel (OGC) and the assigned program
office custodian POC - Perform an initial Quality Control (QC) review of the redactions and draft
correspondence by a senior Contractor employee - Coordinate a review of the proposed redactions with the assigned Government FOIA
POC approver - Finalize the response package and deliver the response to the requestor using the
FOIAXpress system, Outlook, or U.S. mail - Apply the appropriate final disposition coding to the case in FOIAXpress and close
the request
Education:
- Bachelor’s degree
- 1-2 years of experience with FOIA documentation and exemptions 1-7
- Previous experience with FOIAXpress system
- Good communication and organizational skills
Physical Demands:
While performing the duties of this job, the employee is regularly required to sit. The employee frequently is required to walk; use hands to finger, handle or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stand. The employee may lift or move objects up to 5 pounds and occasionally lift or move objects up to 5 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision and ability to adjust focus.
