SUMMARY
The Financial Consultant (Bilingual) shall serve as the subject matter expert for the CBP Centralized Utility Program. S/he shall be responsible for assisting the Government with the management, coordination, and execution of assigned tasks including reviewing, processing, and submitting timely utilities payments in accordance with the Prompt Payment Act as well as support for Other Government Agency (OGA) utility accounts . S/he shall also be fluent in English and Spanish.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following:
- Uses the CBP approved financial software system, SAP, to process invoice payments, create purchase requisitions (PRs), and track and enter service entry sheets (SES)/internal recurring obligations (IROs) into the CBP financial management system SAP.
- Assists CBP Program Managers with the development and management of utility program/project goals and strategies.
- Archives utility vouchers and invoice payment files in the CBP approved Share Drive Sites.
- Maintains the TRIRIGA database, to include the establishment of new CBP Databases.
- Reports on invoicing and payment activity and progress in the Monthly Status Report.
- Assists in resolving complex vendor issues including the transfer of service, disconnect notices, and rate changes, including: performing administrative activities to include scanning and filing contract and invoice files; and assisting with developing policies, processes and procedures directly impacting the CBP Centralized Utility Program.
- Support OGA utility accounts including:
- Drafts new Interagency Reimbursement Work Agreements (IRWAs) for OGA accounts transferred to the FM&E/EEMD Centralized Utility Program from CBP business partners (U.S. Border Patrol (USBP), Air & Marine Operations (AMO), Office of Field Operations (OFO), and Mission Support Facilities (MSF). IRWA documents shall include the Statement of Work, Determination and Findings, OGA Cost Estimate and the 7600A General Terms and Conditions (GT&C) and 7600B forms in accordance with the Federal Government’s G-Invoicing initiative. (Deliverable 5.6.1)
- Submits purchase requests (PRs) for 7600B funding documents for existing IRWA’s via SAP to CBP’s Finance Office.
- Processes monthly Intra-Governmental Payment and Collection (IPAC) utility invoices from OGAs.
- Coordinates with the various OGA stakeholders (headquarters and field units) and CBP (EEMD and Border Patrol and Air & Marine (BPAM) budget, business partners, and CBP’s Finance Office) to support budgeting and execution activities for OGA utility accounts.
- Other duties as assigned.
SUPERVISORY/MANAGEMENT AUTHORITY
- This position will not have any supervisory/management authority.
EDUCATION and/or EXPERIENCE
- High School Diploma
- Experience working in a federal organization environment preferred.
KNOWLEDGE, SKILLS AND ABILITIES
- Excellent Bi-lingual foreign language command (fluent) in English and Spanish languages; proficient in writing, listening, and reading both languages.
- Must have Centralized utilities processing experience.
- Experience providing proven bi-lingual communication support (in both English and Spanish); easily engaging customers through attentive needs identification and consultative dialogues.
- Excellent organizational skills.
- Must be a US citizen
- Must have/or be able to obtain a CBP Public Trust.
- Ability to successfully pass a drug screen and federal background check.
WORK ENVIRONMENT
- Climate controlled office work environment. Telework authorized during current COVID period. Up to 100% telework authorized for post-COVID period.
Cherokee Federal has suspended it’s COVID mandate. However, it’s important to note that Cherokee Federal employees are included as covered employees in U.S. Presidential Executive Order 14042, which mandates Covid vaccines for federal contractors. Executive Order 14042 is currently not subject to enforcement by the Federal government. Therefore, Cherokee Federal has suspended application of the mandate and continues to monitor the government’s guidance on administration of any vaccine requirement
