Family Resource Coordinator Job at Opportunity Council
Provides coordination and assistance to eligible children and their families in gaining access to authorized early intervention services provided under Washington’s Early Support for Infants and Toddlers Program for children birth to three. Shares responsibility for the intake process and coordination of information for families seeking or participating in services from the Washington State Early Support for Infants/Toddlers Program in order to determine eligibility. Shares responsibility for implementation of the Primary Coaching model of service delivery.
Essential Functions/Responsibilities:
- Facilitates and participates in the development, review and evaluation of the Individualized Family Service Plan based on the multidisciplinary evaluation and assessment of the child.
- Assists families in identifying and gaining access to community and financial services and service providers (such as Medical and Health Providers).
- Performs data input and management of family child caseload information.
- Meets mandated timelines for data entry and management in accordance with Federal and State Performance Indicators.
- Coordinates and monitors the provision and delivery of early intervention services and other services the child needs or is being provided.
- Facilitates the development of transition plans to public preschool services or other transitions a family may require or desire.
- Informs families and involved agencies of advocacy services, and family rights according to the Washington State Early Intervention Program.
- Provides monthly reports regarding FRC activities.
- Works as part of a team to provide central intake information and referral services to families in order to gain access to developmental, educational, medical, and social support services for which they are eligible.
- Coordinates with pediatric specialty clinics.
- Participates as a member of the Primary Coaching Team, attending weekly meetings and coordinating with other team members.
- Collaborates with internal and external service providers such as Early Head Start and Whatcom Center for Early Learning.
Other Responsibilities:
- Attends staff training seminars and agency meetings as scheduled.
- Attends monthly program and department meetings.
- Participates as a member of the ICC and attends other community meetings.
- Performs other duties as assigned.
Education and Skills Requirements:
- BA or related professional degree in areas such as Human Services, Special Education, Early Childhood, Developmental Therapy. Year for year relevant experience will be considered in substitution of a degree.
- Minimum of one year direct experience working with children birth to three and their families or equivalent.
- Ability to register with the State of Washington, Early Support for Infants and Toddler Program as a Family Resource Coordinator is required.
- Fluency in Spanish preferred.
- Communication skills including ability to read and express oneself clearly verbally and in writing.
- Proven ability to individualize programs to fit specific needs.
- Demonstrated ability to relate in a supportive, non-judgmental manner to families of varying cultural, educational & and socioeconomic backgrounds.
- Proficient in the use of computers and related information technologies for agency communications and record keeping requirements including data entry and using various software applications.
- Experience delivering services in a home, daycare, etc. setting preferred.
- Time management skills and organizational skills.
- Interpersonal skills with the ability to establish strong working relationships with families and providers.
- Observation and critical thinking skills.
- Must be able to adapt interpersonal skills in response to individual styles, personalities and cultures.
- Spanish/English bilingual abilities preferred.
Requirements after Hiring
- Must have a WA State driver’s license or be able to obtain one within 30 days of hire
- Must submit a driver’s abstract for the previous 5 years, including an out-of-state abstract if driver’s license was out-of-state for any of the previous 5 years
- Driving agency vehicles is required for this position. Must have driving record that allows for coverage under Opportunity Council’s policy at time of hire
- Must submit to a criminal background check.
- Must be fully vaccinated for COVID-19 with a two-dose, WHO-approved COVID-19 vaccination on first day of work
- Must have initial health examination indicating fitness for duty and free from communicable disease within 60 days of hire. Medical check-ups are required every two years thereafter.
- Must have current first aid and Infant/Child CPR training (or obtain within 30 days) and must maintain certification for length of employment.
- Must have TB test and submit test results prior to start of work.
- Must submit verification of MMR vaccination, or other WA State accepted documentation of measles immunity, prior to start of work.
- Must obtain Washington State Food Handler’s card prior to start of work.
- Must obtain a Washington DCYF Portable Background clearance to ascertain that the applicant has not been convicted of a child abuse or neglect offense per Washington State Child Abuse Law (Ch. 486, Laws of 1987) or DSHS licensing requirements.
Remote Work: Possible, depending on needs of organization and department
Essential Employee: This position is not an essential employee.
Working Conditions: Work is performed in a fast–paced office environment with frequent interruptions and occasional crisis situations, home, daycare, Health Providers office, etc. Frequently requires travel within the agency’s service areas for meetings with families and service providers and other job related professional activities. Occasional exposure to outside seasonal weather conditions, dust and/or loud noises such as sirens and traffic congestion.
