Job Summary
The Maricopa County Community College District (MCCCD) is hiring two (2) Equal Opportunity & Title IX Regional Program Directors to serve the 10-college District. Each position is responsible for regional oversight of all aspects of the EDGAR 86 (Biennial Report), Title IX, ADA/504, Title VI, and Clery (reporting) matters to ensure consistency, compliance, and operating effectiveness across the enterprise, which includes students, faculty, and staff at the Maricopa County Community College District. The Equal Opportunity & Title IX Regional Program Directors will report directly to the Associate General Counsel, Sr. for Student/Academic Affairs and Regulatory Compliance and will be expected to meet with their colleges’ respective Vice Presidents of Student Affairs (VPSA) as cases arise to keep them informed and request support, as needed (i.e, investigators, advisors, etc.). The VPSAs for each region would meet at least quarterly with their Equal Opportunity & Title IX Regional Program Director to identify trends and issues at their respective colleges as well as to problem-solve.
The two Equal Opportunity & Title IX Regional Program Directors play an integral role in the prompt, thorough, and fair investigation of complaints of sex-based misconduct including, but not limited to, sexual harassment, sexual assault, stalking, and dating/domestic violence, involving students and employees, and are responsible for conducting investigations of protected class discrimination/harassment. These positions will also coordinate the Pregnant and Parenting function (including meeting with and coordinating services for pregnant and parenting students) as well as all other Title IX functions, including athletic equity and equity in scholarships, under the direction of the Office of General Counsel. These positions will also assist other compliance areas with investigations and other matters, as needed. They will be expected to assist in institutional compliance risk assessment, mitigation, and monitoring. Moreover, these positions will provide assistance to both the other Equal Opportunity & Title IX Regional Program Directors as well as college administrators outside of their region, when necessary.
Essential Functions
60% - Manages the day-to-day responsibilities of investigations, including contact with parties and other appropriate persons (supervisors, support persons, etc.):
- Develops and implements investigation plans and strategies consistent with college procedures, legal requirements, and standard methodologies.
- Interviews parties and witnesses, and accurately documents interviews; identifies, gathers, coordinates, and assesses information and evidence relevant to the investigation; prepares comprehensive investigative reports, including exhibits, appendices, and/or supporting materials; documents key steps and decision‐making in the investigation; providing parties with appropriate notice and opportunities to review and respond to information collected in investigation and draft investigative report, and providing investigative report and record to appropriate decision‐maker(s).
- Coordinates with internal or external investigators, including but limited to, legal counsel, representatives of other divisions at the college, and/or other institutions, and/or law enforcement.
- Facilitates informal and/or the alternative resolution of complaints, where appropriate and with the agreement of the parties. Maintaining current knowledge of non‐discrimination laws, compliance regulations and agency guidance, due process protections, and other relevant legal issues.
35% - Continuously identifies and integrates best practices into investigations and District policies and procedures, under the direction of the Office of General Counsel:
- Assists the District in identifying risks and gaps between practice and policy/regulations, and recommending standard methodologies and compliance actions.
- Serves as the first point of contact for complaints including Title IX, discrimination, and ADA/504, reviewing Veteran complaints, determining appropriate actions, overseeing investigations, communicating with involved parties, and maintaining records.
- Remains knowledgeable of federal and state laws and regulations, and trends within higher education related to harassment and other discriminatory practices. Identifies and integrates best practices into knowledge base and practice.
- Coordinates Title IX, Title VI, and ADA/504 efforts with other institutional offices that receive or investigate complaints.
- Creates comprehensive written investigation reports that clearly identify the issues investigated, and all relevant College policies, and summarize all relevant evidence.
- Utilizes the case management database (Symplicity) to organize, manage, and track Title IX incidents ADA/504, and other discrimination claims.
- First point of contact for pregnancy and parenting concerns as well as providing supportive measures per Title IX regulations.
5% - Maintains accurate records to support college and district reporting needs:

Minimum Qualifications
Master’s Degree from a regionally accredited institution in education, educational leadership, business administration or communication and four (4) years of educational program administration experience that includes two years of management and supervision.
OR
Bachelor’s Degree from a regionally accredited institution in education, educational leadership, business administration or communication and six (6) years of educational program administration experience that includes two years of management and supervision.
OR
Associate’s Degree from a regionally accredited institution in education, educational leadership, business administration or communication and eight (8) years of educational program administration experience that includes two years of management and supervision.
OR
High School Diploma or G.E.D. and ten (10) years of educational program administration experience that includes two years of management and supervision.
Desired Qualifications
A. Juris Doctor degree.
B. Two (2) or more years of experience conducting investigations, writing reports summarizing findings, and making recommendations.
C. Title IX Investigator training certification.
D. Experience working for an institution of higher education or government/law enforcement agency.
E. Experience conducting training in a variety of formats, with an emphasis on interactive and situational training.
D. Experience working in an office that administers equal opportunity, affirmative action, compliance issues, and/or a police or other investigative office.
F. Experience using databases typically seen in higher education settings, such as Simplicity.
G. Ability to communicate in a variety of formats on sensitive matters and collaborate with a wide variety of people, including administrators, faculty, staff, students, community partners and law enforcement.
Special Working Conditions
The regional positions will be primarily located at the MCCCD District office located at 2411 W. 14th Street Temple, AZ 85281. The positions are expected to travel to the colleges located within their region as needed to fulfill the Regional Director role. These positions are also expected to travel to colleges located within the other two Regions, as needed.
East Region: Mesa Community College, Chandler-Gilbert Community College, Scottsdale Community College; South Mountain Community College, and Gateway Community College
West Region: Estrella Mountain Community College, Glendale Community College, Phoenix College, and Paradise Valley Community College.
