Requirements (Education, Experience, Licensure, Certification):
  • Bachelor’s degree in human resources management/personnel administration or related field
  • and three (3) years related experience which indicates an advanced knowledge of government structure and process, a basic knowledge of the Ohio Civil Service laws, and an advanced knowledge of personnel administration and employee benefit programs
  • must be able to apply this knowledge to practical work situations through effective human relations skills.
Job Duties (Summary):
RECORDS & COMPLIANCE
  • Maintain personnel files, ensuring completion and accuracy of details and contents.
  • Administer and track requests through the following processes: FMLA, reasonable accommodation, leave of absence.
  • Ensure all HR Centers of Excellence are maintaining appropriate documentation and are following standard document retention schedules.
  • Conducts or assists with record audits and mandatory reports, which may include I-9 audits, EEO-1 filings, and other compliance reviews.
  • Maintain database of job descriptions, job postings, and classification descriptions. Perform job description and classification audit and prepare template notifications
PROCESS IMPROVEMENT
  • Oversee the transition from paper to electronic personnel files as well as all high-volume employee paperwork from hire-to-retire.
  • Assist with review of all internal personnel management systems including those related to: performance, discipline, attendance, compensation, and employment data.
  • Assist with implementation of expanded use of Paycor: determine full functionality, assess organization need, develop implementation and training plan.
POLICY & PROCEDURE
  • Coordinate the efforts of the Chief of Staff, Professional Standards Division and Legal Affairs Officer to update and manage the policy universe of the Hamilton County Sheriff’s Office. Review, edit and advise traditional handbook policies, orders, rules and regulations.
  • Develop and maintain an HR standard operating procedure manual.
ONBOARDING & OFFBOARDING
  • Partner with HR team members and department heads to develop and execute best-in-class employee onboarding and offboarding. This includes the development of a pre-hire communication package, a robust first-week and -month orientation schedule, a first-year acclimation plan, and the issuance of stay surveys and exit interview.
RECRUITING & SELECTION
  • Partner with internal recruiter on updating recruiting and selection tools, resources and materials, particularly for civilian hires. Partner with Chief of Staff to evaluate candidate sources, expand the application of Paycor’s recruiting module, and develop a comprehensive recruiting strategy.
  • Co-lead the civilian recruitment and selection process.
REPORTING & DATA
  • Prepare reports and summaries following: complaint and fact-finding meetings, process map meetings, education/information sessions with internal and external parties, and working group meetings.
  • Build and maintain an HR dashboard to track metrics, benchmark, identify patterns and evaluate trends that allow leadership to diagnose organizational issues, provide solutions and plan for the future. Example benchmarks include turnover by various.
WELLNESS & WELLBEING
  • Assist with the creation of an employee wellness and wellbeing Center of Excellence with a focus on emotional and mental health, providing a safe and sustainable work environment, and identification of external and internal support resources. May assist Chief of Staff and Professional Standards Division in implementation of an early-intervention program.
PLANNING & SUPPORT
  • Assist Chief of Staff in the development of a thoughtful, relevant, authentic Equity, Diversity and Inclusion plan.
  • Assist Chief of Staff in the development of an annual Human Capital Operations Plan and a 3-5 year Human Capital Strategic Plan.
  • Perform routine tasks required to administer and execute human resource programs including but not limited to compensation; disciplinary matters; disputes and investigations; performance and talent management; and productivity, recognition, and morale.
