The Director of the Departmental Ethics Office is a Senior Executive and serves under the general direction of the Deputy Assistant Attorney General for Policy, Management, and Procurement (DAAG/PMP), Justice Management Division (JMD). The incumbent manages a Department-wide ethics program and provides broad oversight and guidance to over 35 Deputy Designated Agency Ethics Officials (DDAEO's) throughout the Department. The program consists of training and counseling employees on matters of government ethics, as well as the collection and review of financial disclosure reports. The incumbent is personally involved in all aspects of the program by providing direct service to the Department's leadership offices, JMD, and selected component offices. He/she is also responsible for ensuring that the Deputy DAEO's provide similar services of a high quality within their respective components. The incumbent supervises a staff which works to ensure that the overall program is administered in an efficient and effective manner.

As the Director of the Departmental Ethics Office, you will:

  • Serve as the Department expert in the analysis and interpretation of new ethics laws and regulations such as the Hatch Act, Procurement Integrity Amendments, and the Ethics Reform Act of 1989.
  • Serve as the Department's expert in planning and implementing Departmental compliance with government-wide ethics regulations.
  • Analyze ethics issues and standards of conduct on a government-wide basis for use in developing and revising Department ethics policies, financial disclosure procedures, and training programs.
  • Develop, implement and manage a Department-wide system for compliance with the financial disclosure reporting requirements of the Ethics in Government Act of 1978. You will also identify and make changes to that system when necessary.
  • Manage a staff that is responsible for reviewing financial disclosure reports filed by Presidential appointees and ensure that the reviews are completed correctly and in a timely manner and that reports are forwarded to the Deputy Attorney General (DAG), Associate Attorney General (ASG), or the Assistant Attorney General for Administration (AAG/A) for certification.
  • Manage a staff that is responsible for delivering training and providing ethics advice to the Department's leadership offices, employees of JMD and several additional offices.
  • Monitor the activities of the DDAEO's to ensure that they deliver training, provide timely and correct ethics advice and ensure that financial disclosure reports are filed in accordance with applicable laws and regulations.
  • Serve as the liaison between the AAG/A and the DDAEO's on ethics matters.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications.

Qualifications

MTQ 1: Thorough knowledge of applicable federal ethics laws and regulations, financial disclosure requirements and regulations, review, and counseling.

MTQ 2: Demonstrated ability to manage policy development activities, oversee strategic, and tactical planning activities, as well as a training program for an ethics office at a Cabinet level Agency or like organization.

Additionally, your demonstrated leadership ability and evidence of the Executive Core Qualifications (ECQs) must be addressed as separate narrative statements not to exceed ten (10) pages. Applications without separate narrative statements will not be considered.

Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs.

ECQ3: RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ4: BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ5: BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Education

Applicants must possess a J.D. degree from a law school accredited by the American Bar Association, have at least 5 years of relevant post-J.D. experience, and be an active member of the bar in good standing in a state, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico.
