An employee in this class is assigned special management work supporting the Sheriff in the management of the department. Work includes planning, organizing, and directing the work of one of three major divisions of the department (Investigations, Patrol, or Special Services) for efficient and effective operations; coordinating the staffing of assigned divisions including training and work assignment; supervising assigned daily operations of the department through subordinate supervisors; purchasing equipment and supplies for assigned divisions; considerable participation in personnel actions for the department including hiring, promotions, discipline, performance coaching and evaluation, training and related issues; grant development and administration; assistance with budget development and administration; and other significant management tasks requiring significant knowledge of management, administration, and law enforcement. Work requires significant judgment and leadership and strong management skills. Employees are subject to hazards in law enforcement work including exposure to various hazards such as dangerous persons and loud noises. Work is performed by departmental policy and state and federal law, supplemented with guidance from the Major, Chief Deputy, and/or Sheriff. Work is performed under general supervision and is evaluated through observation, discussion, review of reports, and community acceptance.


Duties and Responsibilities

Plans organizes and directs an assigned departmental division including any of the following: criminal investigations, patrol, civil process, school resources, court security, and related functions through subordinate supervisors; researches and recommends policies; organizes work for efficient and effective processing.

Responds to emergency law enforcement incidents and provide leadership, decision-making, problem-solving, security, public information, and media relations.

Assists the Sheriff in determining and communicating the vision, mission, objectives, and performance standards of the department; assists in developing and communicating the community policing philosophy of the department.

Participates in the hiring and promotional process for the department; may be assigned responsibility for hiring including coordination with Sheriff Training and Standards Commission, coordination of pre-employment physicals and drug screens; coordinates vehicle maintenance; teaches and coordinates in-service training; investigates accidents; coordinates provision of cell phones for department staff; coordinates departmental performance evaluation process.

Oversees special criminal investigations cases; conducts internal investigations; coordinates cross-jurisdictional activities with other law enforcement agencies, Us Attorneys, and federal and state court officials; deals with the public and media on sensitive and confidential issues.

Performs, coordinates, or review personnel decisions in the department including training, discipline, performance coaching and evaluation, and internal investigations.

Identifies develops grant applications, and administers or supervises the administration of grants.

Oversees the proper operation and maintenance and repair of vehicles, weapons, equipment, and facilities; maintains inventory and issues uniforms and other supplies.

Participates in crime trend analysis and identifies appropriate remediation steps.

Coordinates a wide variety of programs with other law enforcement agencies, local, state, and federal officials, schools, and others; coordinates off-duty assignments and related policies and liability Deputy Sheriff Captain issues.

Performs crime prevention programming, community relations, and public presentations as needed.

Supervises and participates in law enforcement work such as responding to calls, overseeing investigations, serving criminal and civil papers, and transporting prisoners and commitments when needed.

Knowledge, Skills, and Abilities

Thorough knowledge of state and federal laws, local ordinances and policies of the law enforcement, department.

Thorough knowledge of law enforcement principles, practices, methods, and equipment.

Considerable knowledge of the application of information technology to modern law enforcement work.

Considerable knowledge of the County personnel policies, budget and purchasing procedures, and supervisory practices and laws and regulations related to supervision and personnel.

Considerable knowledge of modern management practices including supervisory motivation, communications, leadership, performance coaching and evaluation, conflict resolution, mentoring, team building, and delegation.

Considerable knowledge of liability issues as they relate to law enforcement.

Skill in the use of firearms and other law enforcement equipment and the application of self-defense tactics.

Skill in collaborative conflict resolution, de-escalation tactics, public speaking, and meeting facilitation.

Ability to act with sound judgment in routine and emergencies.

Ability to present effective court testimony and make public presentations.

Ability to prepare clear and concise administrative and activity reports.

Ability to build and maintain cooperative and effective public relations with the citizens, department staff, County officials, and other law enforcement agencies.

Ability to lead and inspire confidence under the stress of emergency conditions.

Ability to make effective public presentations.


Physical Requirements

Must be able to physically perform the basic life functions of stooping, standing, walking, hearing, kneeling, reaching, feeling, grasping, pushing and pulling, bending, climbing, crawling, fingering, and performing repetitive motions.

Must be able to perform light work exerting up to 50 pounds of force occasionally; 20 pounds of force frequently; and up to 10 pounds of force constantly.

Must possess the visual acuity to operate a law enforcement vehicle and distinguish details and differences when observing people, places, or things in law enforcement work; and to perform an extensive reading, work with figures, operate a computer terminal, and prepare and review a variety of records and reports.


Desirable Education and Experience

Graduation from a four-year college with a degree in criminal justice supplemented by law enforcement training and extensive law enforcement management experience; or an equivalent Deputy Sheriff Captain combination of education and experience.

Special Requirements

Before assignment to sworn duties, employees must possess a valid North Carolina driver's license and have completed at least the minimum requirements established by the North Carolina Sheriff's Training and Standards Commission for certified law enforcement officers with prospects of completing the entire certification process within prescribed time frames. Prefer advanced law enforcement certification

Salary Range: ($53,020 - $84,832) - Additional qualifications and experience may be considered to be hired above the beginning hiring rate. If hired at the beginning hiring rate, the employee may be eligible for up to a 5% increase after satisfactory completion of the probationary period.
