Position Description:
- The basic function of this position is to provide customer service for KM customers, which includes but is not limited to: coordinating with trucking firms to schedule truck loading and delivery to military bases as directed by our customer, tracking terminal Operations and Management (O&M) budget and project costs, accounts payable invoicing, payroll preparation and submittal, contractor low risk agreements, terminal work order maintenance, terminal products scheduling, GALAHAD terminal inventory accounting and reconciliation and TMS reconciliation and database maintenance. The incumbent interfaces extensively with terminal operations personnel, co-workers, customers, truck drivers, Business Development and regulatory personnel as required.
Position job title will be assigned, depending on the qualifications, skill sets and experience of the successful candidate.
Essential duties and responsibilities:
- Interact with assigned customer base, which includes maintaining all customer paperwork, installed systems, and equipment.
- Closely interact with customer elected carriers, surveyors, etc., regarding orders and product movement.
- Dispatch trucks on a daily basis to meet customer delivery schedules. Includes all associated paperwork, appropriately dispatching trucks into terminal, extensive interaction with truck drivers, customers and co-workers.
- Strictly adhere to security regulations and procedures.
- Accurately update and maintain the GALAHAD system.
- Interact with truck drivers to update driver information in the TMS database.
- Research TMS system to determine root cause of driver issues at the loading rack.
- Analyze product movement operations for accuracy and accountability.
- Prepare shipping documents as required for all Defense Fuel product movements.
- Obtain daily inventory documentation; analyze and enter inventory transactions including receipts, shipments and daily physical inventory into Government Web based Inventory System. Generates daily, weekly, and monthly reports on a timely basis and distributes to customer and terminal personnel.
- Analyze inventory results. Balance inventory by tank; Reviews gains and losses; Reacts to variances by identifying and resolving problem areas and reporting on appropriate DOD forms. Analyze product movement operations for accuracy and accountability. Work with operations, scheduling, measurement, inspectors and customers to reconcile custody transfer volumes. Analyze operations run sheets for complete and accurate documentation of physical movements. Analyze tank balances and SCADA reading to identify and resolve undocumented product movements. Utilizes knowledge of Inventory System in responding to report requests and inquires.
- Assist with month-end close to provide timely information to accounting for billing and to customers for their month end close.
- Respond to requests for product throughput analysis from various departments and customers.
- Review daily customer truck rack activity data and distribute customer reports.
- Calculate daily customer inventories and distribute internal truck rack reports.
- Respond to all customer inquiries and requests.
- Work with operations, co-workers, scheduling, measurement, inspectors, and customers to reconcile custody transfer volumes.
- Verify the accuracy of rack lifting transferred from the rack system to the inventory system.
- Update customer inventory allocations in the rack automation system daily. Update rack automation system with carrier, vapor certificate and driver information as changes occur.
- Prepare and submit all weekly, monthly and annual regulatory and / or internally required reports including but not limited to: Exstars, detergent additive, red dye, lubricity additive, barrel mile and EIA reports.
- Balance truck rack system throughput data to physical throughput data from meters and tank gauges. Report and investigate any discrepancies to inventory and operations personnel.
- Calculate and report all fuel additive data. Report any discrepancies to maintenance and operations. Monitor and maintain inventory of additives.
- Provide any required billing information to Accounts Payable.
- Inputs invoices into the Lawson Accounts Payable system including all related activities such as PAWS and AP problem research.
- Serves as focal point for Lawson AP questions, training and conflict resolution.
- Responsible for meeting and event planning, which includes quarterly meetings, on/off site meetings, calls and assisting with coordinating documents and materials needed for function or meeting.
- Requisitions office supplies and arranges for appropriate maintenance service for repair of office equipment.
- Upkeep of physical files related to all invoices per project, changes to various contracts and scope of work changes.
- Able to work with other departments for project or vendor related tasks: Accounts Payable, Property accounting, Procurement and Vendor Maintenance
- Prepares correspondence, compose memos and reports as directed by management.
- Responsible for receiving/screening incoming calls and greeting/screening people that come into the office.
- General secretarial duties including routine copying, mailing, and faxing.
- Assist and backfill for other positions within the department as needed.
- Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets, employees, and the general public.
- Other administrative functions as deemed necessary by the Manager.
Position Requirements
Minimum requirements:
Education:
- High School Diploma or equivalent required.
Experience / Specific Knowledge:
- A minimum of 2-3 years in a business, accounting or related position requiring the review, analysis and manipulation of data is essential
- A broad range of inventory system knowledge and skill.
Certification, licenses, registrations:
- A satisfactory driving record as determined by the Company and a current, valid State driver's license are required.
- If the employee is subject to license or certification requirements or training as stipulated by local, state or federal agencies or the Company, now or in the future, compliance is required under this job description.
Competencies, skills, and abilities:
- Proficiency with computer applications, including Microsoft Excel, Word, and Outlook.

Physical demands:
- Employee must be physically capable of completing and satisfying all training requirements as stipulated by local, state or federal agencies and/or Company Policy.
- May lift up to 30 pounds unassisted.
Working Conditions:
- Indoor office located at a terminal where one is exposed to various industrial odors.
- Work days and shift hours are subject to change pending business activity.
- Position may require prolonged periods of sitting in order to accomplish administrative duties (reading/reviewing documents, writing, typing and/or operating a computer, using the telephones, etc.)
- Majority of the work will be conducted from an office environment. Extended periods of sitting may be required for administrative activities.

Preferred education, experience, certifications, competencies, skills, and abilities:
Above the minimum requirement; not required but advantageous in this position:
- Bachelor’s Degree in Business Administration, Finance, Accounting or related field is a plus
- Knowledge of GALAHAD system
- Knowledge of Microsoft Access and Project
- Knowledge of pipeline operation and terminal operations including product movements and measurement is preferred
- Knowledge of API measurement standards and procedures, custody transfer issue and basic scheduling functions is preferred
- Experience with Lawson computer application.
- Experience in financial analysis
Pay range is $22.07 to $38.65 per hour. This position includes a discretionary annual incentive plan. Job level and pay commensurate with experience and skill set.
