Child Support Enforcement Specialist (two positions available) Job at Blue Earth County
DESCRIPTION
Under the direct supervision of the Human Service Supervisor, this position supports the mission of Blue Earth County Human Services to deliver essential services to families and individuals by performing child support enforcement services for families and clients. The Child Support Enforcement Specialist evaluates and processes caseloads, performs case initiation and intake, and maintains cases. This position enforces court-ordered child support, performs locate and verification activities, assesses financial adjustments and program changes, provides customer service, implements policies, and performs interstate action. This position is also responsible for attending meetings, investigating alternative sources of information, and participating in special projects.
DUTIES / RESPONSIBILITIES
ESSENTIAL FUNCTIONS:
- Evaluates and processes caseloads by identifying and obtaining sufficient documentation required for Child Support Officers to establish court orders for child support or paternity matters. Provides requests for modifications to Child Support Officer along with any supporting documentation and related information.
- Performs case initiation and Intake by processing all child support applications, referrals, and incoming transfer cases into system. Searches wage, public safety, financial assistance, closed child support records and the Internet. Creates files, determines type of case, and generates all necessary documents. Forwards case to assigned worker.
- Maintains cases and processes program openings. Keeps up to date with addresses, names and health/dental insurance information. Resolves system interface problems related to openings and assists in resolving all other problems. Processes all returned system generated notices and specific work list messages. Monitors ongoing accounts for compliance with court orders and recommends action with regard to delinquent accounts. Audits files to ensure that the court order and judgments are recorded and being enforced correctly.
- Enforces Court-Ordered Child Support. Determines type and intent of court order obligations and jurisdiction. Researches relevant state and federal statutory guidelines. Decides appropriate remedies of enforcement. Implements income withholding and/or medical support withholdings, negotiates and implements payment agreements, monitors and refers cases for additional court action or sanctions. Make financial updates to generate billings and case management reports. Records information required in electronic files.
- Assesses Financial Adjustments and Program Changes. Determines necessary financial adjustments, types required and appropriate resolutions. Interprets court ordered language and corresponding policy. Quantifies monetary distribution and documentation. Tracks accuracy of disbursements. Assesses assignment of multiple obligation debt type sub-accounts.
- Provides excellent customer service through positive interactions with Internal and External Customers. Communicates and interacts effectively and respectfully with employees, supervisors, individuals from other organizations, and customers. Ongoing and timely written and verbal communication with custodial and non-custodial parents, outside sources and co-workers. Makes referrals to other appropriate sources.
- Implements Policies. Correlates and assimilates federal regulations, state statutes and policies. Participates in educating affected parties and agencies of relevant changes. Implements and applies policies and procedural changes to all cases.
- Performs Interstate Action. Assesses cases for appropriate action. Initiates by completing transmittal to other states with necessary case information. Accepts other state cases and applies all enforcement remedies. Determines controlling factors. Negotiates appropriate action with other agency and tabulates account balances.
- Performs locate activities by utilizing’s multiple systems and sources to find pertinent data on clients.
- Performs the Physical and Mental Demands of the Position.
- Attends Work During Regularly Scheduled Hours.
ADDITIONAL FUNCTIONS:
- Maintains Proficient Computer Skills. Works with child support and financial assistance computer programs. Uses Internet to locate and access information.
- Attends Meetings and Investigates Alternative Sources. Attends meetings including monthly staff meetings and SES meetings. Investigates alternative sources of information including newspapers, jail rosters, court calendars, internet sites, telephone books, city directories, etc. Devises efficient systematic techniques.
- Participates in Special Projects. Audits cases on an ongoing basis for accuracy and completeness of all data. Synchronizes electronic files with physical files. Prioritizes and completes clean-up and informational reports.
- Participates in Professional Staff Development. Participates in training and education opportunities to maintain and improve proficiency. Attends and participates in professional organizations. Incorporates new learning into daily work. Reads appropriate journals and articles.
- Performs Other Related Functions as Apparent or Assigned.
QUALIFICATIONS
MINIMUM QUALIFICATIONS
- High School Diploma / GED
- One (1) year working experience in a Child Support or Financial Assistance position OR
- Two (2) years’ experience working with the public in a position in collections, banking/credit union, insurance investigator, legal services, county human service agency or related work.
PREFERRED QUALIFICATIONS
- Two (2) year degree in a related field
- Two (2) years’ experience in a county position.
CONDITIONS OF EMPLOYMENT
- Must comply with organizational and departmental policies and regulations.
- Must have valid driver’s license and be able to drive in the State of Minnesota.
- Must successfully pass a background check.
- Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to county policy and the Minnesota Statutes.
HOURS OF WORK
Monday through Friday from 8:00 a.m. to 5:00 p.m. This position allows for flexible hours and may require some evening, weekend and overtime hours.

Blue Earth County features a 12-Step Pay Plan. Our advertised salary ranges include all 12 Steps. Typically, a selected candidate will be offered either Step 1 or Step 2 of the salary range. Additional salary considerations are subject to negotiation and dependent on skills and experience directly related to the position.
